Background

An established non-governmental organisation (NGO) is implementing a project aimed at strengthening women’s access to electoral justice during the 2026 electoral cycle. The project will establish and operate Legal Aid Clinics in selected districts, providing legal information, advisory services, legal representation support, and referral services to women candidates and other stakeholders.

The organisation invites applications from suitably qualified and experienced individuals to fill the position of Supervising Lawyer on a fixed-term basis of seven (7) months. The successful candidate will provide technical and supervisory oversight to Legal Assistants and Paralegals engaged under the project.

Key Responsibilities:

  • Supervise and provide technical guidance to Legal Assistants and Paralegals operating Legal Aid Clinics in assigned districts.
  • Review case files, legal documentation, and reports prepared by Legal Assistants and Paralegals.
  • Provide legal advice and support on electoral disputes, complaints, nomination processes, and campaign-related matters.
  • Coordinate referrals and liaise with relevant institutions, including courts, the Electoral Commission of Zambia, the Zambia Police Service, and other stakeholders.
  • Support capacity building and mentorship of Legal Assistants and Paralegals to ensure quality legal service delivery.
  • Monitor compliance with legal and ethical standards in handling client matters.
  • Prepare periodic technical and narrative reports on legal aid activities and emerging issues.
  • Participate in outreach, awareness, and stakeholder engagement activities under the project.
  • Ensure timely response to urgent electoral matters during sensitive electoral periods.

Minimum Qualifications and Experience:

  • Bachelor of Laws (LLB) Degree from a reputable institution.
  • Must be an Advocate of the High Court for Zambia with a valid practising certificate.
  • At least five (5) years of post-admission experience in legal practice, legal aid, litigation, human rights, or electoral law.
  • Full knowledge and clear understanding of the Electoral Process Act is a mandatory requirement.
  • Experience supervising or mentoring junior legal staff, paralegals, or legal assistants will be an added advantage.
  • Strong drafting, analytical, and case management skills.
  • Basic knowledge of Information Technology, including Microsoft Office applications.
  • Excellent communication and interpersonal skills.
  • Ability to work with diverse communities, including women, youth, and persons with disabilities.
  • Fluency in English and knowledge of at least one local language spoken in the assigned area will be an added advantage.
  • Knowledge of the rights of women, youths, and persons with disabilities in civic participation.

Required Competencies:

  • Integrity and professionalism
  • Strong leadership and supervisory skills
  • Good organisational and record-keeping skills
  • Ability to work under pressure, especially during time-sensitive electoral periods
  • Team-oriented, with the ability to work independently when required
  • High level of confidentiality and ethical conduct

Duration

This is a fixed-term position for a period of seven (7) months.
