Restless Development is a global non profit agency. We support the collective power of young leaders to create a better world. We are independently registered and governed in nine countries (India, Nepal, Sierra Leone, Tanzania, Uganda, UK, USA, Zambia and Zimbabwe) bound together by our vision for youth power. We run youth-led programmes to tackle the issues that young people care about the most as well as running a growing global Youth Collective.

We know young people have the power to solve the challenges we face in our world, but they are being side-lined. Whether that means supporting communities to end child marriage or prevent HIV, we work with young people to change their lives and the lives of people in their communities.

Background

Restless Development Zambia is seeking to enhance its procurement function through the implementation of a digital Procurement Software and Management System. The objective is to streamline procurement planning, supplier management, requisition processing, approvals, and compliance tracking in alignment with organisational and donor requirements. A well-functioning procurement system ensures compliance with internal policies, donor requirements, and promotes value for money in all transactions.

Restless Development Zambia seeks to engage a qualified service provider to deliver a comprehensive Enterprise Resource Planning (ERP) solution tailored to the organisation’s procurement function. The objective is to streamline and automate the end-to-end procurement process from requisition through to payment, thereby improving operational efficiency and control.

The envisioned ERP system shall provide real-time access to procurement data, strengthen internal controls, enhance vendor management, and support timely and accurate reporting. The solution is expected to facilitate greater transparency, ensure compliance with organizational and donor procurement policies, and promote accountability at all levels.

Purpose

The purpose of this Request for Proposal (RFP) is to invite qualified suppliers to provide a digital procurement software solution that meets the operational needs of Restless Development Zambia and supports transparent, efficient, and accountable procurement practices.

Scope of Work

The selected supplier will be expected to:

• Provide a licensed procurement software solution (cloud-based or on-premise).
• Customize the platform to align with Restless Development’s workflows and approval hierarchies.
• Provide integration capability with existing systems (e.g., financial or HR systems).
• Provide user training and onboarding for staff.
• Offer ongoing technical support and updates.
• Ensure data security and user access control.

Eligibility Criteria

Interested vendors should meet the following criteria:

• Proven track record of delivering procurement solutions for NGOs or similar entities.
• Ability to provide local or regional support.
• Experience with donor-compliant systems.
• Demonstrated ability to customize based on client needs.
• Capacity to provide data migration, training, and post-deployment support.

Submission Requirements

Interested suppliers are required to submit:

• Company profile and relevant experience.
• Technical proposal with details of the proposed solution and features.
• Implementation timeline.
• Cost proposal (licensing, setup/customization, training, and annual support).
• References from at least two similar projects.

Evaluation Criteria

Proposals will be evaluated based on:

• Functionality and alignment with requirements.
• Technical capacity and implementation plan.
• Cost-effectiveness and value for money.
• Vendor experience and past performance.
• Support and maintenance arrangements.
