The Road Development Agency (RDA) is a statutory body of the Government of Zambia established under the Public Roads Act No. 12 of 2002 as amended. The Agency is responsible for care, planning, maintenance and construction of public roads in Zambia. It also regulates the maximum permissible weights on roads, conducts studies for the development, maintenance and improvement of the road network, and reviews design standards and classification.

Responsibilities or duties

Reporting to the Engineer – Contracts/Force Accounts, the job holder will be responsible for supervising road construction and maintenance works in the Agency. The key responsibilities will include:

  • Supervising construction and maintenance work on the core road network within the Province.
  • Preparing progress reports for the Engineer – Contracts/Force Accounts.
  • Monitoring on/off carriage way routine maintenance by performance contracts, ascertaining monthly assessment scores and compute them into Interim Payment Certificate (IPCs).
  • Preparing calendar activities to ascertain actual start and end date for Road Projects.
  • Preparing site and completion certificates.
  • Attending Site Meetings to provide guidance to executing Agencies where necessary.
  • Ensuring quality implementation of works and value for money in accordance with the enshrined general conditions of roads and bridges, and as per contract specifications.
  • Interpreting contract drawings and as necessary giving eventual variations of works as approved by the Provincial Roads Engineer within the tenets of contracts regulations.
  • Ensuring proper execution of road maintenance works such as pothole mending, culvert related remedial works, etc.
  • Establishing a Data Base of Contractors in the Province and updating the list as the Annual Work Plan works are awarded.
  • Performing any other lawful duties as may be assigned to him/her by the Supervisor from time to time.

Qualifications or requirements (e.g., education, skills)

  • Full Grade 12 School Certificate.
  • Diploma in Civil Engineering or equivalent from a recognised college.
  • Valid Membership of Engineering Institution of Zambia (EIZ) or Engineers Registration Board (ERB).
  • Good team player with strong interpersonal and communication skills.
  • Ability to multitask and work with minimum supervision.
  • Proficiency in using computer applications e.g. MS Word, Excel and PowerPoint, etc.
  • Passionate and sober with a strong enthusiasm for the role and a clear, headed approach.
  • Mature and courteous with professionalism and respect in all interactions.
  • Initiative-driven and innovative with proactive problem-solving and creative thinking.

Experience needed

  • Minimum of three (3) years post qualifying relevant experience in the Road Construction or related sectors.
