JOB PURPOSE

The Registrar shall serve as the Chief Executive Officer of the ZIP Secretariat and shall oversee the day-to-day operations of the Institute in accordance with the Urban and Regional Planners Act of 2011 and the ZIP Constitution.

The role includes management of membership registration, stakeholder engagement, strategic institutional development, governance support, fundraising, organisational management, and provision of secretariat services to all Council meetings and other organs of the Institute.

RESPONSIBILITIES

  • Registration of planners, planning firms, educational institutions, planning units, and students.
  • Issuance of registration certificates and practising licences.
  • Maintenance and upgrading of the membership database and institutional records.
  • Development and implementation of membership retention initiatives.
  • Facilitating strategic engagements with Government institutions, cooperating partners, private sector organisations, local authorities, academic institutions, and development partners.
  • Serving as Secretariat to all Council meetings, Annual General Meetings (AGMs), and institutional committees including preparation and circulation of agendas, reports, and minutes.
  • Enhancing the visibility and public profile of the Institute through strategic communication, media engagement, and social media management.
  • Mobilising resources and leading institutional fundraising initiatives.
  • Coordinating preparation of strategic plans, annual work plans, budgets, monitoring and evaluation frameworks, and performance management systems.
  • Overseeing institutional operations, staff supervision, policy development, and implementation of organisational procedures.

QUALIFICATIONS AND EXPERIENCE

  • Registered Member of the Zambia Institute of Planners.
  • Bachelor’s Degree in Spatial, Social, Economic, Environmental Planning, or related Social Sciences.
  • A Master’s Degree in a relevant field will be an added advantage.
  • Full Grade 12 School Certificate or equivalent.
  • Minimum of five (5) years relevant work experience in a planning-related field in Zambia.
  • Valid driver’s license.

REQUIRED SKILLS AND COMPETENCIES

  • Knowledge of the ZIP Constitution and Urban and Regional Planners Act of 2011.
  • Excellent leadership, communication, negotiation, and stakeholder management skills.
  • Strong fundraising, strategic planning, budgeting, and project management skills.
  • Excellent report writing, presentation, and analytical capabilities.
  • Strong ICT proficiency including database management and digital communication platforms.
  • High levels of professionalism, integrity, and organizational leadership.
