About the position
It is a full-time position running from October 2022 to 30 June 2025, and the position is set on the basis of a service contract between the German Development Cooperation (GIZ) and the Danish Institute for Human Rights (DIHR).
The Lusaka Province Coordinator works at all times in close coordination, consultation and interaction with the Director for DIHR Branch, Zambia and all other DIHR Branch, Zambia team members (Team Leader, Provincial Coordinators Central, Southern, Copperbelt and Luapula Provinces, Finance & Administrative Officer) in performing tasks assigned to DIHR and achieving results.

Based on the above, the Lusaka Province Coordinator must undertake the following key tasks:
• Based on the operational planning of DIHR and EnACT, coordination and implementation of the activities to improve the access and quality of legal aid services and training
• Provision of technical and organisational advice on access to paralegal services, quality management of services and new training modalities and trainings especially on community level
• Facilitation of trainings and developing capacity of paralegal service providers (technical, organizational and methodological advisory services)
• Assisting paralegal service providers at provincial level in outreach activities related to awareness raising on possibilities to utilise paralegal services including the development of awareness material
• Supporting the piloting and scaling-up of digital tools and financing models with partner organisations especially on community level
• Facilitation of co-operation between the Zambia Police Service, Zambia Correctional Service, National Prosecution Authority, Legal Aid Board and the Judiciary, civil society organisations, paralegals and legal aid providers, Anti-Corruption Commission, Office of the Public Protector Zambia and other relevant actors through the Communication, Coordination and Cooperation Initiative (CCCI)
• Supporting the establishment and sustainable anchoring of new CCCIs
• Close liaising and regular feedback from relevant actors at provincial and community level
• Regular participation in the team meetings of the GIZ project
• Preparation of change projects, related financing agreements and local subsidies with local paralegal service providers, implementation of approaches defined by senior advisors in Lusaka, providing support and training for partners on results-based monitoring system, monitoring of partner activities on a regular basis, reporting to responsible staff of GIZ project
• Supporting delegation visits and further missions to the target provinces.
In addition to the above, the Lusaka Province Coordinator advises where required and as per instructions given by DIHR Branch, Zambia with regard to:
The follow-up of receivables pursuant to GIZ rules originating from financing contracts / local subsidies concluded between GIZ and Zambian partners (civil society organisations and state) related to activities placed under DIHR responsibility in the EnACT framework;
The preparation of accounting documentation (such as retirements and others) stemming from financing contracts / local subsidies concluded between GIZ and Zambian partners (civil society organisations and state) related to activities placed under DIHR responsibility in the EnACT framework.
Additional work tasks
You will also undertake additional tasks as agreed upon between the Lusaka Province Coordinator and DIHR Branch, Zambia in accordance with the agreed duration of work of the contract.
The Lusaka Province Coordinator will follow the schedule as communicated by DIHR Branch, Zambia.
The Lusaka Province Coordinator will work under the supervision of the DIHR Branch, Zambia Team Leader, under EnACT. Any communication, question / information, feedback shall be referred to the Team Leader.
Required qualifications, competences and experience
Qualifications
• University degree (Bachelor or equivalent) in law or similar field of studies
• Course and/or background knowledge on human rights
• Languages: Knowledge of English C1 (written and oral fluency), fluency in Nyanja (equivalent to level B2).
Professional experience
General professional experience: 8 years of professional experience in the justice sector in Zambia including proven professional experience at provincial, district and community level
Specific professional experience: 5 years of professional experience in providing technical advice and capacity development including trainings for state and/or non-state actors as well as traditional and religious authorities in the legal aid sector in Zambia.

Other knowledge, additional competences
• 3 years of experience working on development cooperation projects
• 5 years of proven experience in working with paralegals and paralegal CSOs on community level
• Sensitivity to issues of intercultural relations, coupled with the experience of working effectively in multicultural and multidisciplinary teams
• Computer literacy including proficiency with MS Office applications such as Word and Excel
• Willingness to frequently travel within Lusaka Province and Zambia
• Driver’s license including manual vehicles.
• About the EnACT Programme
As part of the bilateral development cooperation between Zambia and Germany the technical cooperation module “Promoting Transparency, Civil Society Participation and Access to Justice” (EnACT) was commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) in June 2021 and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ).
The overall objective of the project is to improve the access of the Zambian population to accountable institutions, to justice and to transparent government decision-making processes (outcome level). To achieve this objective the module advises and works together with its various state and non-state partners on policy reforms in the areas of participation, anti-corruption, transparency, accountability and access to justice.
Conditions of employment
Salaried position, on a full-time basis of average 40 working hours per week, from October 2022 to 30 June 2025.
Remuneration will be determined based on the candidate’s qualifications and experience.
The contract is set on the basis of a service contract between the German Development Cooperation (GIZ) and the Danish Institute for Human Rights.
The location of the position is in Lusaka, Zambia.
