1. Background
Amref Health Africa
Amref Health Africa headquartered in Nairobi, Kenya is the largest Africa-based international non-governmental organisation (NGO) currently running programmes in over 35 countries in Africa with lessons learnt over 60 years of engagements with governments, communities and partners. Amref Health Africa also incorporates fundraising, partnership, advocacy and communication through its offices in Europe and North America as well as subsidiaries Amref Flying Doctors and Amref Enterprises. Its’ vision is “Lasting health change in Africa” by increasing sustainable health access to communities in Africa through solutions in human resources for health, health service delivery, and investments in health

Amref Health Africa first established its presence in the Southern Africa region in the early 1990’s by leading the training of primary health workers on consultancy basis. Amref Health Africa in Zambia is the latest field office to be established in 2017. Despite this, Amref has had a presence in Zambia over the past decades. In the 1970s, Amref as the Flying Doctors of East Africa helped Zambia to establish the Zambia Flying Doctor Service. In the 1980’s, Amref supported the Zambian government to conduct nationwide training of Clinical Officers (a middle level cadre) and in the 1990’s, Amref provided technical support to strengthen the country’s diagnostic and lab services on an outreach basis. Zambia become an Amref Health Africa-GSK 20% re-investment initiative focus Country (1 of 6 countries in the region) in the 2000s. Amref also partnered with ChildFund Zambia to implement pre-service diploma nurse training using e-Learning as a methodology– a pioneer initiative in Africa.

2. The Closing the Gap Project
Project overview
Amref Health Africa in Zambia partnered with The Zambian Ministry of Health (MoH) and the local community in implementing a 5 year (June 2017 – May 2022) maternal, new born and child health project in Kitwe and Ndola Districts, in the Copperbelt province Zambia. The Human Resource for Health crisis which Zambia is facing affects all health worker cadres including the traditional or informal Community Health Workers (CHWs) estimated at 23,500 in 2010 (National Community Health Worker Strategy, 2017). Traditional CHWs in Zambia who may carry such titles as: health promoters, community Health advisors, lay health Advocates, community health representatives and peer health educators are a link between communities and formal health systems. As such, the goal of the project was to contribute to the elimination of preventable maternal deaths in two districts in the Copperbelt province of Zambia (Kitwe and Ndola) through strong health systems with no gap between community and formal health systems

Overall Project Objective
This project aimed to achieve 80% skilled birth attendance by bridging the gap between communities and formal health systems through improved health promotional activities, increased demand for quality health care services and strengthened linkages between community and formal health systems in the two districts of Copper Belt Province.

Specific Project Objectives
1. To improve the capacity of the Copperbelt Provincial Health Management Team (PHMT) and Ndola and Kitwe District Health Management Teams (DHMT) to manage strengthened primary healthcare services where community and formal health systems work harmoniously.
2. To strengthen the working relationship between CHWs, and Health facilities.
3. To increase the uptake of skilled deliveries and other SRH services
4. To implement respectful maternity care and SRH and Rights that are responsive to community needs

3. Evaluation Objectives
The major purpose of the end-line project evaluation is to determine the extent to which the program has achieved its objectives outlined in section 2 above. The evaluation shall examine program outputs and outcomes and assess the contribution of the intervention toward achieving the desired outcomes; assess the effectiveness of activities and achievement of targets; and determine lessons learned and document best practices. The evaluation shall access performance of project set indicators in the MEAL framework which will be shared with the successful consultant.

The evaluation shall use both qualitative and quantitative methods to answer the key evaluation questions. In summary, the ETE shall specifically measure the relevance; effectiveness and efficiency of implemented activities; sustainability of the program interventions; innovation and advocacy efforts done in the project, and the positive and negative impact of COVID-19 on program.

Furthermore, the evaluation will also systematically review and document successes and failures in the project implementation, draw conclusions and frame recommendations that offer constructive input to inform Amref Health Africa in Zambia, the government and other health development partners of their future programming of similar health programs.

4. Scope of Work and Deliverables
• Conduct desk review of project documents and other relevant documents
• Submit an inception report to the Evaluation Technical Committee
• Submit the evaluation protocol for ethical review and approval
• Develop an appropriate and acceptable methodology and develop data collection tools
• Facilitate recruitment and training of the evaluation team (Interviewers and supervisors)
• Co-ordinate and supervise data collection. Use of tablets for data collection is preferred
• Update Amref on progress of data collection periodically
• Develop an analysis plan of all the variables collected
• Prepare an evaluation report in a format acceptable to the Evaluation Technical Committee
• Present draft reports to Amref Health Africa and its partners for their validation and inputs to the final report
• Submit to Amref Health Africa the final reports (hard copies, soft copies)

5. Time frame
The evaluation assignment is expected to commence starting the month of October, 2021 and is expected to be completed by mid-November, 2021 i.e. take a maximum of 45 days which includes desk review, preparation, field work and report writing.

6. Role of Amref
Amref Health Africa will provide funds, logistical support and all relevant programme documents for the review, technical oversight and quality assurance. Amref will play as the link between the consultant and key partners as well as the communities. Organize weekly check-ins with the consultant to address any challenges and/or provide support needed.

7. Expected Profiles of the Consultants
The potential consultant should possess Postgraduate training in Public Health, Social Sciences or related disciplines. He/she must have a good understanding of health sector policies, strategies and systems in Zambia. He/she must be able to demonstrate experience in conducting baselines and end-line evaluations of similar programs, gender and social cultural assessments and health facility assessments for reputable organisations. He/she must have proven expertise in Monitoring and Evaluation of health-related projects/programs at District or National levels.

Interested consultants should submit a detailed technical and financial proposal with the following components by the 1st of October 2021.
8.1 Technical proposal
• Understanding and interpretation of the ToR
• Methodology to be used in undertaking the assignment
• Time and activity schedule
• Profile of the consultants
• Samples of the two most recent related works (and references for the same)
• Curriculum vitae of the key personnel
8.2 Financial Proposal
• Detailed itemized cost proposal in Zambian Kwacha.

Evaluation and award of consultancy
Amref Health Africa will evaluate the proposals and award the assignment based on sound technical and financial feasibility. Amref Health Africa reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or highest bidder. Data collected shall remain the property of Amref Health Africa
