The Zambia University-College of Technology (formerly Zambia Information & Communications Technology College – ZICTC) is a Government owned higher learning institution established by Statutory Instrument No. 39 of 2022. The institution has continued to record growth in various areas of operation, as evidenced by the recent upgrade from College to University-College, in line with the Higher Education Act. Human Resource And Administration Officer – G5 Salary Grade, Permanent Contract
Job Purpose:
Reporting to the Deputy Registrar – HRA: shall be responsible for Human Capital
Management and Development functions in order to enhance staff morale and optimize utilization of Human Capital

Key Responsibilities
• Assist in developing and implementing HR policies.
• Assist in the implementation and communication of policies, procedures and conditions of service
• Coordinate the staff recruitment process and Coordinate the induction of new staff
• Research, analyse and advise on competitive and cost effective reward and compensation packages.
• Assist in the development of HR planning strategies which consider immediate and long term staff requirements
• Facilitate training for staff including monitoring and reviewing of the training
• Assist in dealing with grievances and implementation of disciplinary procedures in accordance with applicable regulations and labour laws
• Prepare regular departmental reports
• Participates in budget preparations for the department
• Efficiently maintains of employee and other records
• Provides guidance, support and counseling to employees
• Administers leave for members of staff
• Assists in implementing organizational changes in accordance with the organizational strategies and applicable regulations

Qualifications, knowledge and experience required for this role
• Full Grade 12 Certificate
• Bachelor’s Degree in Human Resource Management
• 3 years working experience in a similar role
• Member of the Zambia Institute of Human Resource Management
• Special aptitudes, disposition and personal qualities of ideal candidate
• Ability to formulate policies
• Ability to articulate financial and operational issues
• Ability to communicate effectively
• Strategic thinking
• Possess HR knowledge, including various HR related laws
• High Integrity and confidentiality
• Ethical behavior
• Ability to work under pressure

Bachelor Degree
