Higher Education Loans and Scholarships Board (HELSB)

The Higher Education Loans and Scholarships Board (HELSB) is a statutory body established under the Higher Education Loans and Scholarships Act No. 31 of 2016. The Board is mandated to manage and administer Government scholarships and student loan schemes for higher education.
HELSB is inviting applications from suitably qualified individuals to fill the following positions:
1. Associate Legal Counsel – 1 Position
Role Summary:
Responsible for providing legal support and advice to HELSB management and ensuring all activities comply with applicable laws and regulations.
Key Responsibilities:
- Drafting and reviewing contracts, agreements, and internal legal documents
- Advising on statutory obligations and compliance matters
- Representing HELSB in legal proceedings
- Managing litigation and liaising with external legal counsel
Qualifications & Experience:
- Bachelor’s degree in Law (LLB) from a recognized institution
- Advocate of the High Court of Zambia with a valid practicing certificate
- Minimum of 3 years’ post-qualification experience in a legal or corporate environment
2. Senior Systems Internal Auditor – 1 Position
Role Summary:
To provide assurance on the efficiency and security of HELSB’s IT systems and ensure compliance with internal controls.
Key Responsibilities:
- Conducting IT audits and risk assessments
- Evaluating information system controls and data integrity
- Recommending improvements to IT policies and procedures
Qualifications & Experience:
- Degree in Computer Science, Information Systems, or related field
- Certified Information Systems Auditor (CISA) or similar certification
- At least 5 years of professional experience in IT auditing
3. Talent Management Specialist – 1 Position (Re-Advertised)
Role Summary:
To lead and coordinate recruitment, employee development, performance management, and succession planning programs.
Key Responsibilities:
- Implementing talent acquisition strategies
- Coordinating training and development programs
- Managing performance appraisal systems
Qualifications & Experience:
- Bachelor’s degree in Human Resource Management, Psychology, or related field
- Membership with the Zambia Institute of Human Resource Management (ZIHRM)
- Minimum 3 years’ experience in a similar role
4. Cybersecurity Analyst – 1 Position
Role Summary:
To protect HELSB systems and data from cybersecurity threats and vulnerabilities.
Key Responsibilities:
- Monitoring systems for security breaches
- Performing vulnerability assessments and penetration tests
- Implementing and updating security protocols
Qualifications & Experience:
- Degree in Cybersecurity, IT Security, or related field
- Professional certifications such as CEH, CISSP, or CompTIA Security+
- At least 3 years’ experience in cybersecurity
5. Driver – 3 Positions
Role Summary:
To provide safe and reliable transportation for HELSB staff and ensure proper maintenance of assigned vehicles.
Key Responsibilities:
- Driving staff and officials as required
- Conducting routine checks and basic maintenance of vehicles
- Maintaining vehicle logbooks and fuel records
Qualifications & Experience:
- Grade 12 Certificate
- Valid Class C Driver’s License
- Minimum 3 years’ experience in a similar role
