Sightsavers is seeking to engage a national consultant to support a People’s Post Code Lottery (PPL) project in Muchinga and Eastern Province of Zambia.
Invitation to provide Consultancy service for People’s Postcode Lottery (PPL) Inclusive Eye Health Project
Location: Muchinga and Eastern Province of Zambia
Duration: Four weeks, to start as soon as possible
Fee: To be agreed between Sightsavers and the Consultant
The project will ensure that cataract surgery and the provision of other eye care services are made accessible to everyone especially to those who are traditionally excluded from such services such as women, the elderly, children and persons with disabilities. In addition, the project will work at ensuring that there is quality in the provision of cataract services and an increased number of people accessing this service.
The purpose of the consultancy is to lead the formative analysis and participatory development of a social and behavioural change (SBC) strategy and implementation plan for the inclusive eye health (IEH) project in Muchinga and Eastern provinces.
Deliverables
• An inception report, detailing the scope of work, methodology and timeline
• A formative analysis report on barriers to cataract surgery, detailing the methodology and insights
• A participatory stakeholder workshop to review the insights and provide inputs for the design of the SBC strategy and implementation plan
• A detailed SBC implementation plan with accessible and inclusive session plans and monitoring plan, developed and pretested through participatory approaches
Consultant Specifications
Required:
• The lead consultant should have a degree in Anthropology, Sociology, Public Health, Health Education, or other relevant disciplines, and specialised in communication studies or mass communication in international development with a focus on behaviour change communication
• Demonstrable experience of gender mainstreaming and women’s rights
• Experience in the design and development of Social and Behaviour Change strategies and implementation plans. This should include experience in formative analysis, design, facilitation of local stakeholders and pretesting
• Excellent skills and experience in participatory qualitative insight gathering and analysis for the design of SBC/communications approaches
• Extremely extensive and progressively responsible professional work experience in social development programmes, including development and delivery of communication approaches
• Excellent analytical and effective communication and people skills; ability to communicate with various stakeholders and to express ideas and concepts concisely and clearly
• Language proficiency: Fluency in English, Bemba and Nyanja
• Excellent writing and presentation skills
• Experience in team working in culturally diverse contexts
• Experience of working in Zambia
• Commitment and willingness to work in a challenging environment and ability to produce quality work under limited guidance and supervision
Desirable:
• Experience in the inclusion of people with disabilities
• A network of local enumerators who have existing skills and experience in capturing qualitative insight gathering
