Job Purpose:

To lead and oversee the development, deployment, and maintenance of software solutions, with a primary focus on the Government Service Bus (GSB) and other strategic digital transformation projects. The role involves supervising a team of developers, managing project timelines, ensuring quality assurance, and coordinating with stakeholders to deliver high-impact digital systems.

Main Duties and Accountabilities:

  • Lead the design, development, testing, and deployment of software applications.
  • Provide technical guidance and mentorship to junior developers;
  • Ensure adherence to best practices in software engineering, including code quality;
  • Oversee testing procedures and ensure systems meet functional, security, and interoperability standards;
  • Ensure compliance with institutional and national digital infrastructure policies.
  • Prepare regular progress reports for management and stakeholders;
  • Maintain comprehensive documentation for all systems developed and maintained;
  • Active participation in ≥ 2 major institutional or national projects per year;
  • Documented impact or outcomes from each project; and
  • Perform any other duties as may be assigned by the Supervisor.

Qualifications and Experience:

  • Grade 12 or Form V Certificate (or its equivalent) with 5 “0” levels including English and Mathematics;
  • Bachelor’s Degree in Computer Science, Software Engineering, or related field;
  • Minimum Five (05) years of experience in software development, with at least one (01) year in a supervisory or team lead role;
  • Proven experience with public digital infrastructure projects, especially GSB or similar platforms;
  • Strong proficiency in programming languages such as Java, Python, or .NET;
  • Experience with API development, system integration, and cloud-based platforms; and
  • Excellent communication, leadership and organizational skills;

Required Competencies and Behavioral Attributes:

  • Familiarity with SMART Zambia Institute standards and interoperability frameworks;
  • Ability to work independently and collaboratively in a fast-paced environment; and
  • Commitment to innovation, continuous learning, and institutional excellence.

Reporting Relationships:

  • Immediate Supervisor: Director
  • Salary Scale: PSS02
