Scope of Work
The primary objective of this assignment is to strengthen institutional coordination and operational effectiveness of the Energy sector MRV framework under the technical supervision of the International Energy MRV Consultant and the ETF lead Consultant.
The consultant will be responsible for:
- Strengthening Institutional Coordination of the Energy Sector MRV Framework.
- Enhancing Inter-Institutional Coordination of Data Collection and Reporting Processes.
- Supporting the Coordinated Implementation of the Energy iMRV Roadmap.
- Support the development and implementation of the MRV system for policies and measures and for projections under the supervision of the International Consultant
- Coordinating the Organization of MRV-Related Meetings and Capacity-Building Events.

A. Strategic Institutional Mapping
- Conduct a comprehensive stakeholder mapping of the energy sector (public institutions, private sector, CSOs, international organizations, and development partners)
- Propose engagement and coordination modalities among stakeholders.
B. Institutional Coordination and Governance of the Energy Sector Working Group
- Consult relevant stakeholders to conclude institutional arrangements
- Contribute to the establishment and facilitation of the Energy Sector MRV Working Group
- Coordinate the implementation of the annual work plan
- Organize and schedule technical working group sessions
Ensure synergies and alignment with other sectoral MRV working groups.
C. Gap Assessment and Strengthening of the iMRV System and coordination of the Tier 2 roadmap
- Coordinate the participatory review of GHG inventories
- Conduct a comprehensive gap assessment of the energy iMRV system
- Monitor implementation of the Tier 2 action plan
- Coordinate technical sessions on:
- data collection, processing, and evaluation
- GHG inventory exercises
D. Capacity Building and Knowledge Management
- Identify capacity-building needs related to, but not limited to:

- Data collection and processing
- IPCC inventory methodologies
- Use of inventory tools and software
- Archiving and documentation systems
- Communication and reporting
- Support the development of training materials in collaboration and with the support of GGGI staff and international experts
- Coordinate the organization, delivery, and follow-up of training sessions and capacity-building activities related to the Energy MRV framework
F. Coordination, Reporting, and Visibility
- Support the International Sectoral Consultants in the energy sector (GHG inventories and NDC tracking ) in the performance of their tasks
- Contribute to project monitoring, internal progress reports, donor reports, and other knowledge and communication products.
- Prepare and deliver technical presentations to the Project Steering Committee, interministerial committees, and other stakeholders as required.
Qualifications/Experience/Expertise
- Master’s degree in environmental sciences, energy, climate change, public administration, development studies, or a related field is required; or a bachelor’s degree with at least eight (8) years of progressively relevant professional experience.
- Strong knowledge of the national institutional landscape in the energy and climate sectors.
- Minimum 5 years of relevant professional experience in project coordination, stakeholder engagement, institutional strengthening on climate/energy-related programs
- Demonstrated experience with supporting climate reporting and/or GHG inventories compilation in the energy sector
- Demonstrated experience working with national government institutions (e.g., ministries of environment, energy, statistics, or planning), public agencies, or development partners.
- Proven experience facilitating multi-stakeholder processes, working groups, or technical committees at national level.
- Proven experience in organizing and coordinating workshops, consultations, training sessions, and stakeholder meetings.
- Strong ability to monitor implementation of work plans, track deliverables, and ensure systematic follow-up on agreed actions.
- Strong organizational, communication, and stakeholder coordination skills.
- Excellent written and spoken communication skills in English.
Desirable Qualifications
- Familiarity with national GHG inventory processes, MRV/iMRV systems, or transparency frameworks under the Paris Agreement).
- Prior experience supporting energy sector initiatives or sectoral working groups.
- Understanding of institutional arrangements for data sharing and coordination within government systems.
- Previous work experience with national climate/energy institutions is a strong asset.
