This Opportunity:
In September 2024, Palladium was awarded the National and Community Technical Assistance Component contract of the Tackling Deadly Diseases in Africa Programme Phase 2 (TDDAP2), funded by the UK Foreign, Commonwealth and Development Office (FCDO).
The Palladium-led National and Community Technical Assistance (TA) Component of TDDAP2 has been providing Technical Assistance to governments in the Democratic Republic of the Congo (DRC), Ghana, Kenya, Malawi, and Uganda to ensure that national and community systems are better prepared and able to timely prevent, detect and respond to public health threats and outbreaks. It supports local capacity building to implement National Action Plans for Health Security priorities within the context of a multisectoral One Health, climate-informed approach that ensures gender equity and social inclusion at national and community levels.
From April 2026, during the final year of TDDAP2, the programme is increasing its focus on tackling Antimicrobial Resistance (AMR) in Ghana, Kenya, Malawi, Uganda and Zambia. This work builds on gains made through the Fleming Fund and focuses on strengthening AMR governance and ownership at national level, improving surveillance and reporting systems, and strengthening laboratory systems and capacity, all using a One Health approach. This work will be carried out in partnership with national governments and in collaboration with other implementing partners.
About the role
The Operations and Finance Manager is responsible for leading and overseeing programme operations in Zambia and fostering collaborations with the broader programme team. They will provide close guidance and support to the AMR Technical Coordinator and other programme staff in coordinating all operational and financial elements of the programme day to day.
Location: Lusaka, Zambia
Candidates must have the right to live and work in Zambia. Visa sponsorship will not be considered.
Reporting Lines: The position will report to the Country AMR Technical Coordinator.
Primary Roles and Responsibilities:
- Act as a key point of contact for any operational or financial concerns in respective country
- Liaise and coordinate with wider team across other programme countries and head office management staff
- Ensure adherence to and compliance with all Palladium and FCDO policies and procedures
- Coordinate logistics for country workshops and meetings
- Coordinate all travel arrangements for relevant programme staff and visitors, in line with corporate and client security standards
- Oversee and manage human resource requirements in country
- Lead on processing of local payroll, expenses and all other relevant financial administration
- Contribute to the tracking and logging of country operational and financial risks
- Manage recruitment of consultants, including onboarding and contract administration
- Monitor consultant deliverables to ensure timely submission and quality compliance
- Process consultant payments in line with contractual obligations and programme financial procedures
- Track and manage the country workplan budget, ensuring expenditure aligns with allocated funds and required burn rate
- Monitor and report against the Value for Money framework in line with FCDO guidelines
- Contribute to audit processes
- Any other duties as relevant
Key Competencies Required:
- Highly organised, with strong attention to detail
- Experience in supporting project recruitment and HR processes
- Experience in supporting project operational planning and financial processes
- Demonstrated effective stakeholder engagement experience with strong interpersonal skills
- Demonstrated strong analytical thinking and pro-active problem solving
- Excellent written and oral communication skills, and ability to research information and present it concisely
Qualifications and Experience
- A bachelor’s degree in accounting/ finance/ business administration, or a related field.
- Strong computer skills with advanced proficiency in MS Excel, MS Word, and MS PowerPoint.
- Familiarity with Cost Point software is highly desirable.
- Experience working with donor funded projects (e.g. FCDO, USAID, UN) is highly desirable.
- Strong understanding of donor compliance requirements and financial reporting standards.
