Background
The Civil Aviation Authority (CAA), a Statutory Body established by the Government of the Republic of Zambia under Section 3 of the Civil Aviation Authority Act No. 7 of 2012 to provide for the regulation and promotion of Civil Aviation in Zambia, is inviting applications from suitably qualified candidates who are ambitious, innovative, energetic and performance driven to fill the position of Inspector-Airworthiness (Airframes & Engines).
Job Purpose
To inspect, evaluate, and certify the structural integrity, engine performance, maintenance programmes, and regulatory compliance of aircraft airframes and powerplants in order to assure continuing airworthiness, operational safety, and full conformity with national regulations and ICAO standards.
Responsibilities
- Airframe & Engine Condition Inspections: Undertake regularly, on-site and ramp inspections of aircraft structures and engines in order to verify serviceability, detect defects early, and uphold certification standards.
- Maintenance-Programme, Reliability & Health Monitoring: Undertake periodically, the reviews maintenance schedules, task cards and reliability programmes and monitors engine trend data in order to control ageing, identify emerging issues, and ensure continued airworthiness
- AMO Oversight & Surveillance: Undertake regularly, audits of AMO facilities, tooling and personnel competencies, and performs routine surveillance in order to confirm regulatory compliance and maintain continuous oversight of maintenance quality.
- Structural & Powerplant Modification Approval: Undertake effectively, the evaluation of engineering orders, repair schemes and STC applications in order to authorise safe structural and engine modifications and repairs.
- Regulatory Framework & Standards Integration: Undertake periodically, the development and amendment of airworthiness regulations, integrating ICAO SARPs, Airworthiness Directives and Service Bulletins in order to maintain global alignment and drive continuous improvement in oversight.
- Aircraft Certification & Evaluation: Undertake timely, issuance and renewal Certificates of Airworthiness, type acceptances and permits, and assesses aircraft for import or export in order to guarantee safety, reliability and regulatory conformity.
- Aircraft Registration & Technical Records Management: Undertake effectively, registration, de-registration, logbooks and technical records in order to maintain accurate, transparent and traceable aircraft data for legal and safety compliance
- Regulatory Compliance & Enforcement: Undertake timely, investigations into violations, issues findings and mandates corrective or legal actions in order to secure operator compliance with airworthiness regulations and protect public safety.
- Safety Risk Management & Incident Investigation: Undertake regularly, the analyses of defect reports and incident trends, and participates in investigations in order to identify root causes, recommend mitigations and enhance aviation safety.
- Safety Management: Undertake effectively, implementation of the safety management system (SMS) and maintenance of the State Safety programme (SSP) in order to uphold applicable legislation, ICAO standards & recommended practices (SARPs), and ensure safe & efficient flight safety standards.
- Quality Management: Undertake effectively, implementation of the Quality management system in order to ensure compliance to standards.
- Capacity Building & Training: Undertake effectively, the development and delivery of training programs in order to build technical capacity and improve operational safety and performance.
- Monitoring & evaluation: Undertake regularly, the monitoring and evaluation of the strategic and operational plans in order to monitor progress and provide appropriate interventions.
- Reports: Undertake timely, submission of mandatory operational reports to monitor activity implementation and support informed decision-making.
- Performance Management: Undertakes timely, development and implementation of individual work plans in order to ensure synergistic integration, as well as monitor, evaluate and enhance performance.
Qualifications and Experience
- Full-Form V /Grade 12 School Certificate.
- Bachelor's Degree in Aeronautical Engineering or Diploma in Aircraft Maintenance Engineering with competency-based qualification or equivalent.
- Relevant certification in Aircraft Maintenance Engineering Licence (AMEL) is a must.
- Member of the Relevant Professional Body (where applicable).
- 3 years for a Bachelor’s Degree holder; 5 years for a Diploma holder pre- job experience.
- AMEL with type (Airframes and Engines or Avionics) in an approved maintenance organization in the capacity of releasing aircraft to service.
- Experience in continuing airworthiness management functions is an added advantage.
