The Association for the Promotion of Education and Training Abroad (APEFE) is a Belgian organization that mobilizes its resources and expertise to serve the countries of the South for strengthening their capacities to implement their Development policy in the sectors of education, agriculture and environment, health, governance and the private sector.
ln Rwanda, APEFE is implementing its five-year program (2017-2021) financed by the Belgian Directorate General for Development Cooperation (DGD), with the objective of initiating "inclusive and equitable quality alternance training, accessible to young Rwandan women and men, responding to the skms needs of the growing Rwandan economy in food processing and beauty/fashion trades". This program will be implemented in a partnership with the Ministry of Public Service and Employment (MlFOTRA} and the Private Sector Federation (PSF).
Expected results of the APEFE program 2017-2021
ln this phase 2017-2021, APEFE in collaboration with its partners aim at the following results:
Result 1: Different partners collaborate and co-ordinate inclusive and equitable quality alternance training,
Result 2: TVET institutions train young men and women to be competitive on the labour market.
Result 3: Companies are able to provide inclusive and quality workplace learning opportunities.
To fulfil this mandate APEFE is seeking interested Rwandan candidates for the following positions:

As part of its 2017-2021 programme in RWANDA, APEFE is hiring a National Senior Technical Advisor - Apprenticeship Training (MIF) for the Programme, whose objective is:Inclusive and equitable quality alternance training, accessible to young Rwandan women and men, responding to the skills needs of the growing Rwandan economy, is initiated in food processing and/or beauty/fashion trades. "

The National Senior Technical Advisor - Apprenticeship Training, provides the necessary technical support to APEFE team and partners in order to achieve the 3 results of the programme.
S/He is under the hierarchical authority of the programme administrator.
Tasks and responsibilities of the Adviser."
• Ensure the quality and coherence of the entire APEFE-supported workplace learning programme in the selected sectors;
• Supervise the technical assistance team and advise them in their technical areas of intervention (Organisational Development, ToT, In-company training, Communication and Knowledge Management and M&E);
• Advise the programme team and programme administrator on programme strategies;
• Supervise the programme team in planning activities to be carried out in the programme;
• Supervise the programme team in Annual Report writing according to the donor‘s requirements;
• Support partners in the development of a strategy for the implementation of workplace learning in the context of the country;
• Support PSF and MIFOTRA for the planning and harmonization of initiatives in favour of Workplace Learning Policy;
• Organise and facilitate action-research in the programme;
• Transfer knowledge and experience on apprenticeship training to partners and the local team of the programme;
• Participate in the elaboration of the terms of reference of the consultancies needed in the programme;
• Ensure good collaboration harmonization of approaches with other Development Partners involved in workplace learning and Belgian Development Actors in Rwanda;
• With its counterparts in PSF and MIFOTRA, maintain a good flow of communication and information between all private and public stakeholders in the field of workplace learning;
• Maintain good relations with technical and financial partners and initiate collaboration with these partners for the realization of programme activities;
• Perform any additional tasks assigned by the Programme Administrator.
• Holder of a university degree in education sciences, training engineering, pedagogy or other related fields;
• Proven experience of at least 10 years in the field of workplace learning or TVET in Rwanda;
• Proven experience of at least 5 years as technical assistant in development cooperation organisations;
• Experience in change management at institutional level;
• Experience in development programmes planning, monitoring and evaluation, and result-based management;
• Proven ability to work in teams and in multi-stakeholder environments, and to maximize cooperation with stakeholders;
• Good capacity for listening and intercultural dialogue especially on the dimensions of gender;
• Have skills in coaching, tutoring, monitoring; and organisation of study tours;
• Have practical organization skills and planning skills;
• Methodical and rigorous approach;
• Have a proven aptitude for oral and written communication as well as for presentation;
• Perfect command of the French and English languages in writing and orally;
• Mastery of basic office software (Word, Excel, Power point );
• Be prepared to travel within the country.
