ABOUT THE POSITION
QUALIFICATIONS AND EXPERIENCE
Minimum Required Qualifications and Experience:
- Bachelor’s degree in Logistics, Transport Management, Business Administration, Operations Management, Public Administration or a related field
- At least 5 years’ progressive experience in operations, fleet, logistics, administration, transport, facilities or asset management, preferably in a donor-funded, NGO, health-sector or multi-site environment.
- Paid up member of the Zambia Chartered Institute of Logistics & Transport (ZCILT)
- Valid Class C1 or higher driver’s license.
Desirable Qualifications and Experience:
- Master’s degree in operations management, Transport and Logistics, Business Administration, Public Administration or a related discipline.
- 5+ years’ experience in Transport & Logistics Management, Operations management, or Administration management. Experience managing vehicle tracking systems, fuel controls, insurance claims, accident/incident response, vendor/garage performance, route scheduling, asset registers, inventory controls, contract trackers and audit-ready operational documentation.
- Certificate of Professional Competence (CPC) - Zambia Chartered Institute of Logistics and Transport or any other affiliated body.
- Valid Class C1 or higher driver’s license.

KEY PERFORMANCE AREAS
- Lead implementation of RTCZ operations controls covering travel, fleet, logistics, office administration, inventory, contracts, assets, insurance, fuel and reporting.
- Oversee fleet scheduled maintenance, repairs, and service approval for all company vehicles and maintain accurate asset records.
- Undertake performance monitoring by tracking and assessing service centers, fleet utilization, expenses, and operational efficiency through regular reporting and analysis.
- Monitor driver behavior, conduct performance reviews, provide feedback, and coordinate required training
- Enforce safety standards, lead accident investigations, update risk assessments, and develop health and safety policies.
- Ensure compliance with statutory regulations and company policies regarding fleet regulations; maintain logs for licenses, permits, and distribution documentation.
- Logistics coordination by managing transport and logistics for distributing commodities and other equipment, ensuring timely and efficient delivery.
- Stakeholder collaboration by working with other units to optimize distribution processes and address challenges.
- Coordinate approved monthly staff travel, accommodation, transport planning, and logistics documentation.
- Oversee fleet use, driver/rider compliance, road safety, VTS monitoring, service plans, maintenance, accident response and transport risk controls.
- Ensure fuel, toll, mileage and vehicle utilisation records are authorised, reconciled and supported by complete documentation.
- Manage office administration, facilities maintenance, access control, health and safety, office equipment maintenance and servicing.
- Oversee inventory receiving, issuing, stock cards, physical counts, monthly inventory reports and corrective action follow up.
- Maintain operational contract trackers, monitor service-provider performance and support contract renewal, closure and escalation processes.
- Coordinate operational asset tracking, transfers, maintenance, loss/damage reporting and disposal recommendations.
- Support insurance planning, maintain insurance trackers, coordinate claims documentation and monitor claim settlements.
- Prepare monthly operations reports and maintain audit-ready evidence files for management, donor and audit review.
- Participate in insurance policy reviews, provider evaluations, and development of comprehensive implementation plans.
- Regularly review fleet operations, incident response, and risk issues, making recommendations for process enhancements
