The Association for the Promotion of Education and Training Abroad (APEFE) is a Belgian organization that mobilizes its resources and expertise to serve the countries of the South for strengthening their capacities to implement their Development policy in the sectors of education, agriculture and environment, health, governance and the private sector.
ln Rwanda, APEFE is implementing its five-year program (2017-2021) financed by the Belgian Directorate General for Development Cooperation (DGD), with the objective of initiating "inclusive and equitable quality alternance training, accessible to young Rwandan women and men, responding to the skms needs of the growing Rwandan economy in food processing and beauty/fashion trades". This program will be implemented in a partnership with the Ministry of Public Service and Employment (MlFOTRA} and the Private Sector Federation (PSF).
Expected results of the APEFE program 2017-2021
ln this phase 2017-2021, APEFE in collaboration with its partners aim at the following results:
Result 1: Different partners collaborate and co-ordinate inclusive and equitable quality alternance training,
Result 2: TVET institutions train young men and women to be competitive on the labour market.
Result 3: Companies are able to provide inclusive and quality workplace learning opportunities.
To fulfil this mandate APEFE is seeking interested Rwandan candidates for the following positions:
Procurement Expert.

As part of its 2017-2021 programme in RWANDA, APEFE is hiring a Procurement Expert (MIF) for the Programme, whose objective is: " Inclusive and equitable quality alternance training, accessible to young Rwandan women and men, responding to the skills needs of the growing Rwandan economy, is initiated in food processing and/or beauty/fashion trades.

• Duration of contract: 18 months

Full-time
The Procurement Expert is responsible for the efficient purchase of goods and services in accordance with APEFE Rwanda policy and the Rwandan Law on Public Procurement.
S/He is under the hierarchical authority of the APEFE programme administrator.
Tasks and responsibilities:
• Put in place procurement procedures that ensure efficient, effective and timely procurement, and respect the principle of transparency and non-corruption;
• Collaborate with the Rwandan Government Procurement Authority (RPPA);
• Ensure full compliance with standards of procurement, recommend corrective actions and implement action plans;
• Develop the procurement plan to facilitate the achievement of program objectives;
• Ensure the timely implementation of tender monitoring systems related to ongoing activities;
• Ensure program compliance with internal control procedures;
• Support the selection of suppliers, the evaluation of bids and the formulation of related contracts;
• Ensure that all supplies of goods and services required are delivered on time;
• Collaborate with the Logistics Assistant to ensure a smooth implementation of procurement systems and procedures within the APEFE-Rwanda office;
• Perform control of procurement systems and procedures and make necessary recommendations;
• Check the availability and prices of items requested on the local market;
• Collaborate with the procurement team of the programme, the procurement teams of partner institutions and Technical Assistants;
• Prepare the schedule of pending requisitions and related documents;
• Prepare a monthly activity report;
• Control procurement costs in collaboration with Finance to ensure that expenses are budgeted;
• Establish and maintain working relationships with suppliers with ethics and professionalism;
• Perform any additional tasks assigned by the Programme Administrator.
• Hold a university degree in Economics, Management or other fields relating to procurement and logistics;
• Minimum 7 years of proven professional experience in public procurement in an NGO; the private or the public sector;
• Thorough knowledge of the public procurement regulations, laws and procedures recommended by RPPA;
• Have sound principles to ensure accountability and transparency within the organization;
• Excellent negotiation skills;
• Have practical organization skills and planning skills;
• Proven ability to work in teams and in multi-stakeholder environments, and to maximize cooperation with stakeholders;
• Good capacity for listening and intercultural dialogue
• Perfect command of the Kinyarwanda, French and English languages in writing and orally.
