JOB PURPOSE

To provide strategic leadership and accountability for the development, implementation, and continual improvement of an integrated Safety, Health, Environment, and Quality (SHEQ) management system across company operations. The role ensures full compliance with applicable statutory, occupational health and safety, environmental, and industry-specific regulatory requirements, while aligning operations with internal corporate standards, relevant ISO frameworks (ISO 45001, ISO 14001, and ISO 9001), and customer site standards.

The role proactively identifies, assesses, and mitigates risks arising from heavy machinery operations, maintenance, fuel and hazardous materials handling, transport, and contractor interfaces. It leads regulatory engagement, audits, incident investigations, emergency preparedness, training, and corrective action closures, utilizing measurable SHEQ metrics to drive safety culture, environmental stewardship, and productivity.

Additionally, the position is accountable for the effective lifecycle management, statutory compliance, security, reliability, and cost-efficient operation of all company facilities, property, utilities, plant, and related infrastructure. The role provides strategic direction and maintenance standards for property assets, manages service providers and budgets, and ensures workplaces remain safe, compliant, secure, and fit for purpose.

KEY RESPONSIBILITIES

Strategic SHEQ Leadership: Lead the overall SHEQ function, establish annual operational priorities, and provide visible leadership across all facilities, workshops, and operational sites.

Regulatory & Policy Compliance: Ensure strict compliance with all local statutory safety, health, environmental, and mining regulations, customer standards, and operating permits.

Governance & Standards: Embed company policies, risk frameworks, delegated authorities, and ethical controls, promptly escalating material risk exposures.

ISO System Maintenance: Maintain integrated management systems aligned with ISO 45001, ISO 14001, and ISO 9001, including legal registers, legal appointments, standard procedures, and document control.

Risk Assessment & Control Verification: Direct enterprise and operational risk assessments and verify critical controls for high-risk activities (e.g., LOTO, work permits, lifting, traffic, mobile equipment, and hazardous substances).

Incident Management & Root Cause Analysis: Direct incident and near-miss reporting, investigation, and root-cause analysis, ensuring corrective actions are assigned, verified, and closed on time.

Contractor & Vendor Governance: Oversee contractor, transporter, and service provider SHEQ compliance through prequalification, induction, monitoring, audits, and performance management.

Emergency Preparedness & Crisis Response: Maintain site-specific emergency response plans, schedule regular drills, and coordinate readiness with external authorities and emergency services.

Capability Building & Training: Build organizational SHEQ capability through role-based training, coaching, toolbox talks, and leadership programs, continuously evaluating behavioural improvements.

Performance Reporting & Dashboards: Track leading and lagging indicators, analyze performance trends, and publish monthly reports, performance dashboards, and action plans for executive management.

Environmental Management: Oversee environmental controls covering waste, spills, emissions, and water management in accordance with environmental licensing conditions.

Facilities & Property Operations: Oversee facility safety, physical security, statutory inspections, maintenance service providers, and operational/capital budgets for infrastructure.

Continuous Improvement: Partner with operational leaders and key stakeholders to eliminate repeat audit findings, reduce incidents, and support sustainable business operations.

MINIMUM QUALIFICATIONS & EXPERIENCE

Education & Credentials

  • Full Grade 12 Certificate or equivalent secondary education qualification.
  • Bachelor’s Degree in Occupational Health, Safety, and Environment, Environmental Sciences, or a related engineering/technical discipline from a recognized institution.
  • NEBOSH International Diploma / General Certificate or equivalent professional qualification (highly advantageous).
  • Formal qualification or practical exposure in Property / Facilities Management (advantageous).
  • Certified Auditor status or formal certifications in Quality & Integrated Management Systems (ISO 45001, ISO 14001, ISO 9001).
  • Active membership in a recognized professional safety body (e.g., ZOSHA, IOSH, or equivalent local body).

Experience & Skills

  • Minimum of 5+ years of progressive experience in senior SHEQ roles, preferably within heavy equipment maintenance, mining, earthmoving fleets, construction, or heavy industrial sectors.
  • Proven track record in conducting risk assessments, leading root-cause incident investigations, executing internal/external audits, and managing contractor performance.
  • Strong knowledge of quality assurance systems, ISO requirements, and relevant environmental and occupational health legislation.
  • Hands-on experience in fleet safety, machine guarding, physical facility maintenance, and operational security oversight.
  • Demonstrated financial acumen, including budget development, cost control, and managing service level agreements (SLAs).
  • Strong verbal and written communication skills, with the ability to compile high-level technical reports and deliver engaging training sessions.
  • Valid driver’s license with willingness to travel across operational sites and respond to emergency incidents as required.
