Luapula Water Supply and Sanitation Company Limited (LpWSC) is a Commercial Water Utility Company which was incorporated under the Companies Act (Cap 388 of the Laws of Zambia) as a limited liability company (by shares) in December 2008. LpWSC was specifically established to provide water supply and sanitation services to all the people in all the Areas of Luapula Province (Urban and Rural areas). Operations of the Company begun in 2009 and the Company is currently operating in Six (6) out of the Twelve (12) districts of the province, namely: Mansa, Samfya, Kawambwa, Mwense, Nchelenge and Chienge districts.
LpWSC now seeks to recruit high profile, self-motivated, innovative, honest, committed, adequately and appropriately experienced, dynamic, and skilled individuals to fill the following vacant positions.
Job Purpose
Reporting to the Managing Director, the Finance Manager will be responsible for developing, managing, implementing and co-ordinating the financial and management accounting activities of the company and provide guidance to management in making key financial decisions based on analysis of financial information and to prepare financial reports as well as implement and maintain all accounting procedures and policies.
Main Duties and Responsibilities (Principal Accountabilities)
- Prepares a comprehensive and consolidated budget of estimates for the company in order to facilitate mobilization of financial resources.
- Develop and implement, financial plans, policies, systems and accounting procedures as approved by Board in order to ensure effective and efficient utilization and control of the company’s funds.
- Prepare strategic plans for the directorate derived from the overall strategic plan of the company outlining what needs to be done annually so as to monitor the performance of the company.
- Coordinate and supervise preparation and submission of accurately Financial reports in order to facilitate decision making.
- Ensures effectively and timely maintenance of the Asset Register in order to enhance accountability.
- Manage effectively Books of Accounts in order to facilitate efficient storage and retrieval of information
- Manages the security of accountable documents in order to prevent unauthorized access and destruction
- Manage and coordinates effectively preparation of section and individual work plans in order to facilitate monitoring and evaluation of performance
- Supervise effectively utilization of human and material resources in order to facilitate attainment of set objectives
- Develop systems and undertake reviews of accounting systems and controls in order to ensure compliance with financial standards in a timely and effective manner
- Prepare annual financial statements for approval by Managing Director. Seek approval of external auditors before presenting statements to Board for final approval. Draws up audit program for Internal Auditor for Managing Director ‘s action.
- Takes custody of the company funds and authorize all forms of payments and disbursements while maintaining sound cash flow position.
- Design systems for safeguarding the properties and other resources of the company by maintaining a stores system and proper procurement procedures.
- Carry out manpower development in the department to ensure availability of the needed skills to meet the expectations of the stakeholders.
- Manage and encourage staff, optimizes their outputs and effectively manages relationships in order to achieve organizational goals.
- Undertake and agree to performance targets and conduct appraisal for all staff under his/ her supervision.
- Prepare timely reports for the Managing Director pertaining to the operation of the directorate.
Qualifications or requirements (e.g., education, skills)
- Grade (12) Certificate with five O levels including English and Mathematics
- Full professional accounting qualification such as ZICA, CA, ACCA, CIMA or equivalent.
- Member of a relevant Professional Body
- Qualifications must be verified by the Zambia Qualification Authority
Experience needed
- 7 years experience in a similar role
Other Competencies / Skills / Attribute
- Practical experience covering budgeting, payroll accounting, management accounting, financial accounting as well as knowledge of processes and technology applications to financial control, systems and procedures.
- Highly developed leadership and management skills.
- Strategic/Business planning skills.
- Good working knowledge of computer.
- High analytical skills / Business acumen and exemplary work ethics.
- Honest and reliable with high moral strength
