Overall Responsibility

The Software Developer will write, code and test software solutions, develop software applications and features, assist with system integration, maintain and enhance existing systems, troubleshoot and debug software issues, participate in quality assurance and documentation, and collaborate with other developers and technical teams.

Qualifications and Experience

Minimum Required Qualifications and Experience

  • A bachelor’s degree from an accredited tertiary institution in Computer Science, Software Engineering, Information Technology or a related field.
  • Working knowledge of at least one programming language such as Java, C#, Python or JavaScript, with exposure to relational databases and version control (e.g., Git).
  • Two (2) years’ experience in software development or application programming, including coding, testing and debugging applications.
  • Familiarity with development tools and languages such as Java, C#, Python, JavaScript or SQL; web technologies (HTML, CSS, JavaScript); version control (e.g., Git); and databases and APIs.
  • High proficiency in the Microsoft Office suite and other software tools.

Desirable Qualifications and Experience

  • A postgraduate qualification from an accredited tertiary institution in a technology related field.
  • Certifications in software development, databases or agile methodologies.
  • Four (4) years’ experience in software development, including exposure to health information or supply chain systems (e.g., eLMIS, SmartCare Pro, DHIS2) and agile development methodologies.
  • Knowledge of secure coding practices and web services integration.

  • Write, code and test software solutions for supply chain and warehouse data tracking, including the eLMIS, SmartCare Pro, DHIS2.
  • Develop software applications and features using appropriate programming languages and tools, in line with technical specifications.
  • Translate functional requirements and designs provided by the Senior Software Developer and Business Analyst into working software.
  • Ensure software meets security, scalability and performance standards.
  • Assist in building interfaces to connect management information systems with existing health logistics platforms.
  • Support the integration of databases, APIs and web services to enable data exchange across the eLMIS, ERP / WarehouseXpert, SmartCare / HER and DHIS2.
  • Maintain and enhance existing systems by implementing updates and fixes as assigned.
  • Deploy application updates and enhancements in line with the MoH-led Change Control Board (CCB) process.
  • Update documentation of software designs, code and procedures for future maintenance and upgrades.
  • Troubleshoot and debug database, server and application issues for public health storage and distribution hubs.
  • Provide timely resolution of software issues and escalate complex problems to the Senior Software Developer.
  • Support users and provide post-deployment maintenance and enhancements.
  • Write unit tests and participate in code reviews to ensure adherence to coding standards and best practices.
  • Apply the software development lifecycle (SDLC) and agile development methodologies.
  • Write clean, maintainable and efficient code and apply secure coding practices.
  • Collaborate with other developers, designers, system analysts and project managers to deliver projects on time and within scope.
  • Participate in research and development activities to stay current with emerging technologies and trends.
  • Support the enhancement of data visibility and data-collection tools to improve decision-making for medical commodities.
