Call for Expression of Interest: Feasibility Study tender at Restless Development

Restless Development is a global nonprofit agency. We support the collective power of young leaders to create a better world. We are independently registered and governed in nine countries (India, Nepal, Sierra Leone, Tanzania, Uganda, UK, USA, Zambia and Zimbabwe) bound together by our vision for youth power. We run youth-led programmes to tackle the issues that young people care about the most as well as running a growing global Youth Collective.

We know young people have the power to solve the challenges we face in our world, but they are being side-lined. We are the agency that works with young people so they can lead in solving those challenges. Whether that means supporting communities to end child marriage or prevent HIV, we work with young people to change their lives and the lives of people in their communities.

Our programmes are genuinely life-changing, but we can’t do any of this without talented, creative individuals at every level of our organisation.

Our approach to safeguarding

Restless Development considers the welfare and protection of children, young people and vulnerable adults to be an organisational imperative with primacy over the success of programmes or strategic objectives. We recognize that safeguarding is everyone’s responsibility and we expect all of our staff, volunteers and partners to ensure we protect the communities in which we operate from harm and abide by our Safeguarding Policy.

Feasibility Study 

The feasibility study will be carried out on behalf of Restless Development Zambia, a youth-led development agency and KNH partner. Operating in Zambia since 2004, Restless Development Zambia works at the intersection of youth leadership, gender justice, and livelihoods, with a mission to place young people at the forefront of creating lasting change in their communities. Restless Development Zambia empowers young people to lead in areas such as sexual and reproductive health and rights (SRHR), gender-based violence (GBV) prevention and response, child protection, civic participation, and economic empowerment. Its programming is grounded in a Child Rights-Based Approach (CRBA) and focuses on shifting power to young people, particularly those who are most marginalised.

Objectives of the Feasibility Study

The preparation of the feasibility study is an essential component for Kindernothilfe and Restless Development Zambia. The results of this study should help to refine the project concept, present the institutional, social, political, economic and environmental context and identify the opportunities and risks of project implementation. They will guide the conceptualisation of the whole project. The purpose of the study is therefore to examine the project objectives and its planned components and strategies in the light of the given context and available resources.

The following important steps should be taken into account when planning and carrying out the study:

  • An analysis of the project context (political, social, structural, economic and ecological).
  • A gender analysis of the planned project areas and target groups.
  • For child rights-based projects: An analysis of the situation of children and the main violations of their rights.
  • An analysis of the main actors and (political) stakeholders in the planned project areas.
  • Clarification (and if necessary adaptation) of the project objectives with the identification of appropriate indicators for monitoring and measuring the achievement of the objectives.
  • Review and, where necessary, adaptation of approaches and strategies.

The study report should provide clear and practically feasible recommendations that will be taken into account in the subsequent planning of the project. In doing so, the overall direction and purpose of the project should not be changed.

A proposed impact matrix with appropriate indicators should be presented as one of the outcomes of the study.

The verification of the feasibility of the proposed project is based on the collection and analysis of primary and secondary data, as well as other essential information that can support the subsequent conceptualisation of the project. The sustainability factors of the project are determined and the capacity of Restless Development Zambia to implement it is presented. This approach actively involves the staff of the partner organisation as well as representatives of the target groups and stakeholders. The study thus makes an important contribution to the submission of a qualified project proposal to the Ministry of Economic Development and Cooperation.

Consultancy Deliverables

In carrying out the study, the following documents should be submitted:

Before the start of the field phase:

  • An inception report containing detailed information on methodology, sample size and selection, timing and logistics.
  • All data collection instruments (questionnaires, interview guides, observation sheets….). These should be agreed with KNH and Restless Development Zambia.

After the field phase:

  • A draft study report to be submitted by October 10th 2025.
  • A finalised study report in which the observations of KNH and Restless Development Zambia account and integrated. The final report is due within five to ten working days after feedback from KNH/ Restless Development Zambia.

Structure and scope of the study report

The report should not exceed 30 pages (excluding annexes) and should have the following structure

  1. An executive summary presenting the main results of the study and the recommendations arising from it.
  2. A short introduction with the essential information about the project under study
  3. A presentation of the main questions of the study and the methodology used, including information on the sample
  4. A presentation of the results of the study based on the analysed data
  5. A presentation of the conclusions and resulting recommendations for the project. This section can be complemented by an analysis of strengths and weaknesses, threats and opportunities.
  6. All necessary annexes (data collection tools, list of people consulted, etc.)

Professional requirements for the consultant

Individuals and teams of experts can apply to carry out the study. They must meet the following requirements:

  • Have an academic background in a field of work relevant to development.
  • Have several years’ experience in carrying out feasibility studies, baseline studies, evaluations or other relevant studies.
  • Proven expertise in the relevant areas of work of the proposed project.
  • A very good knowledge of the national and political context.
  • Experience in planning projects based on human/child rights.
  • Local language skills for direct communication with target group representatives and stakeholders as well as fluent English skills.

Method of Payment

  • 30% of the agreed fee after conclusion of the contract.
  • 30% after acceptance of the first draft of the study report.
  • 40% after acceptance of the final version of the report.

In justified cases, an alternative payment method may be agreed.

The file must include the following documents:

  1. A letter of interest
  2. An updated curriculum vitae
  3. A list of references of similar assignments
  4. The methodology envisaged
  5. The number of working days foreseen and the daily fee with the foreseen ancillary costs as well as any applicable taxes and duties and information on the availability of the consultant(s). Travel or accommodation costs also need to be added.

The deadline for submission of tenders is August 20th 2025.

The decision on the selection of the consultant and the signing of the contract is scheduled for the period from August 28th to August 30th 2025.

Please note that KNH and Restless Development Zambia will facilitate an “information session” next week on Wednesday, – 13th of August 2025 from 9:30 – 10:30 PM -CAT where interested candidates can join virtually and can ask any relevant questions for their preparation of the proposal.
