Overview

Reports to the Country Program Manager, the Finance and Administration (F&A) Director primarily provides strategic leadership and oversight of all financial, administrative, operational, procurement, grants, and compliance functions for Jhpiego’s global program in Zambia. This role oversees finance and administration for the Jhpiego Zambia Country Office and any other donor-funded projects. The position serves as a key member of the Senior Management Team, providing financial stewardship, operational leadership, risk management, and strategic decision support to ensure efficient, compliant, and cost-effective implementation of organizational and project objectives.

The F&A Director is responsible for establishing and maintaining robust financial management systems in line with Jhpiego policies and procedures, ensuring compliance with donor regulations and local statutory requirements, managing organizational resources, and supporting Jhpiego-office program growth. The role serves as the primary liaison between the Zambia Country Office, Jhpiego’s global finance leaders, donors, auditors, banks, and key stakeholders regarding finance and operations matters.

Responsibilities

  • Provides leadership and oversight of finance, administration, procurement, grants, compliance, and operational functions.
  • Advises senior leadership on financial and operational matters impacting project implementation and sustainability.
  • Supports organizational growth, restructuring, project start-up, implementation, and close-out activities.
  • Represents the organization in donor, stakeholder, government, and audit engagements.
  • Leads development, implementation, and monitoring of project and country office budgets.
  • Conducts budget versus actual analysis and provide recommendations to improve financial performance.
  • Monitors expenditure trends, burn rates, cash flows, forecasts, and resource utilization.
  • Supports proposal development through budgeting, costing, and financial analysis.
  • Provides financial oversight of subawards, subcontracts, and partner financial management.
  • Ensures compliance with donor regulations, organizational policies, statutory requirements, and accounting standards.
  • Oversees internal controls, financial reporting, reconciliations, tax compliance, and audit processes.
  • Identifies and mitigates financial and operational risks, including fraud prevention measures.
  • Reviews contracts, agreements, and subaward documents from a financial and compliance perspective.
  • Oversees financial accounting, reporting, and record-keeping systems.
  • Ensures timely and accurate financial reporting and month-end closing processes.
  • Manages financial management systems and reporting tools.
  • Leads process improvement initiatives to enhance efficiency and data integrity.
  • Oversees payroll reviews, staff cost allocations, and labour charging.
  • Monitors statutory payroll obligations and employee-related financial provisions.
  • Supports workforce planning and budget alignment initiatives.
  • Provides oversight of procurement activities and ensure adherence to donor and organizational requirements.
  • Oversees inventory, asset management, fleet operations, travel, logistics, and office administration.
  • Promote cost-effective operational planning and resource management.
  • Leads, coaches and develops finance, grants, procurement, and operations teams.
  • Strengthens organizational capacity in financial management, compliance and operational excellence.
  • Fosters a culture of accountability, collaboration, continuous improvement, and high performance.

Required Qualifications

  • Master’s degree in Finance, Accounting, Business Administration, Public Administration, Economics, or related field.
  • Professional accounting qualification required (ACCA, CIMA, CPA, or equivalent).
  • Minimum 10 years of progressively responsible experience in finance, administration, and operations management.
  • At least 5 years in a senior leadership role within international development or donor-funded programs.
  • Demonstrated experience managing large, complex donor-funded portfolios and multi-million-dollar budgets.
  • Experience working with DOS, CDC, Gates Foundation, GAVI, and other international donor regulations.
  • Proven experience in grants, contracts, procurement, and subaward management.
  • Advanced knowledge of budgeting, forecasting, financial analysis, accounting, and internal controls.
  • Strong understanding of donor regulations, including DOS, 2 CFR 200, FAR, and other funding agency requirements.
  • Knowledge of Zambian labor, tax, statutory, and corporate compliance requirements.
  • Familiarity with ERP and financial systems such as SAP, QuickBooks Enterprise, JEMS, and Microsoft Office applications.
