Responsibilities

• Leading the design, rollout, and institutionalization of GS1 identification standards, including GTIN and GLN, across MoH, ZAMMSA, and provincial and district supply chain structures.
• Developing and coordinating GS1 implementation frameworks, guidelines, SOPs, and adoption strategies, while supporting integration of GS1 identifiers across eLMIS, WMS, ERP, and other digital supply chain platforms.
• Coordinating stakeholder sensitization, training, technical support, and readiness assessments to strengthen consistent adoption, data quality, interoperability, and end-to-end product and location traceability.
• Representing the programme in national, regional, and international technical forums, while liaising with GS1, MoH, ZAMMSA, technology vendors, implementing partners, and other technical stakeholders on supply chain digitalization and traceability.
• Providing technical assistance in integrating barcoding, serialization, and end-to-end track-and-trace functionality into eLMIS, Warehouse Management Systems, and other supply chain platforms.
• Leading the configuration, testing, deployment, and rollout of track-and-trace solutions across central warehouses, distribution hubs, provincial stores, and health facilities.
• Ensuring systems are capturing and exchanging real-time commodity information, including product identity, location, batch/lot numbers, serial numbers, expiry dates, and movement history.
• Supporting users and technical teams in adopting track-and-trace processes while monitoring system performance, data quality, interoperability, and traceability coverage across the supply chain.
• Providing technical support for data-quality assurance relating to product identification, serialization, and traceability records, while identifying and resolving data discrepancies with hub and facility teams.
• Ensuring traceability data is accurately integrated into GIS- and AI-enabled dashboards and stock-monitoring processes, supporting timely identification of stockout, overstock, expiry, and other supply chain risks.
• Monitoring data completeness, accuracy, consistency, and timeliness across traceability systems and supporting corrective actions to strengthen end-to-end supply chain visibility and data-driven decision-making.
• Supporting the integration of GS1 scanning and identification processes into receiving, put-away, picking, packing, dispatch, transportation, inventory management, and dispensing processes.
• Reviewing supply chain workflows and identifying opportunities for automation, improved scanning, reduced manual data entry, and enhanced inventory accuracy.
• Supporting the implementation of barcode and scanning technologies across warehouses, distribution points, and health facilities.
• Monitoring compliance with GS1 processes and identifying operational gaps affecting end-to-end traceability.
• Monitoring implementation progress, system utilization, scanning rates, data quality, traceability coverage, and compliance with GS1 standards.
• Producing regular implementation and performance reports for management and relevant stakeholders.
• Analyzing track-and-trace data to identify supply chain bottlenecks, inventory discrepancies, product movement patterns, and opportunities for improvement.
• Leading continuous improvement initiatives to strengthen end-to-end visibility, efficiency, data quality, and accountability across the supply chain.
• Participating in research and innovation activities relating to digital supply chains, GS1 standards, serialization, traceability, and emerging technologies.
• Developing and delivering training, mentorship, and technical support to MoH, ZAMMSA, and hub-level staff on GS1 standards, track-and-trace processes, data capture, quality assurance, and utilization.
• Applying the “I Do, We Do, You Do” approach to progressively transfer technical knowledge, skills, and ownership of traceability functions to MoH and ZAMMSA teams.
• Documenting implementation lessons, best practices, challenges, and recommendations to strengthen continuous improvement and inform scale-up of track-and-trace systems.
• Developing and implementing transition and handover plans to support the sustainable institutionalization and absorption of GS1 and track-and-trace functions within GRZ structures.

Qualifications and Experience

Minimum Required Qualifications and Experience:

• Ordinary level (GCSE)/ Grade Twelve
• Bachelor’s degree in supply chain management, Logistics, Information Systems, ICT, Pharmacy, Business Administration, or a related field.
• Minimum 7 years of experience in supply chain systems, with direct experience in barcoding/serialization or track-and-trace implementation.
• Experience in GS1 standards, barcode technology, product identification, serialization, and end-to-end track-and-trace systems.

Desirable Qualifications and Experience:

• Master’s degree in supply chain management, Logistics, Information Systems, ICT, Pharmacy, Business Administration, or a related field.
• GS1 standards certification.
• Experience with GS1 GTIN/GLN standards implementation.
• Experience with eLMIS/WMS integration.
• Experience with donor funded (PEPFAR/Global Fund) commodity security programmes.
