Institutionalizing eLearning Systems in Nurse-Midwifery Education – Terms of Reference

Background:

SolidarMed is a Swiss international development organization committed to improving healthcare in Africa. In Zambia, SolidarMed collaborates with local health authorities to support the country’s health system, focusing on human resources for health. Through the Scaling up the Decentralised Education for Nurses and Midwives Program, SolidarMed is supporting the Nursing and Midwifery Council of Zambia (NMCZ) in creating a sustainable eLearning platform to address gaps in nurse and midwife pre-service education.

The project aligns with Zambia’s National Digital Health Strategy (2022-2026) and the NMCZ’s commitment to improving nurse-midwifery education through eLearning, providing a flexible, accessible learning experience for students nationwide.

Program Objectives:

The primary goal of the project (2025-2028) is to institutionalize an eLearning platform hosted by the NMCZ. This platform will offer pre-service registered nurses (RN), registered midwife (RM), and public health nurse (RPHN) training modules and support the development of a Learning Management System (LMS). The project aims to (Refer to TOR for more details):

1.        Develop eLearning Content

2.       Build Capacity for Instructional Design and Content Development

3.       Adapt HMIS e-Course

4.       Monitoring and Evaluation

5.       Institutionalize LMS

Scope of Work:

The consultant/agency will be responsible for:

  • Developing Year 1 eLearning modules for RN, RM, and RPHN programs.
  • Designing and delivering instructional design training for NMCZ and faculty staff.
  • Creating an HMIS and SmartCare-focused e-course for pre-service students.
  • Designing a monitoring and evaluation framework.
  • Institutionalizing the LMS and supporting content integration.

Deliverables:

1.        Completed eLearning modules for RN, RM, and RPHN programs.

2.       Short HMIS and SmartCare e-course.

3.       Training materials for instructional design and content development workshops.

4.       Monitoring and evaluation plan.

5.       Fully functional LMS with associated SCORM packages.

Timeline and Milestones: The project will run from June 2025 to December 2025, with milestones including content development, instructional design workshops, pre-testing, and LMS integration.

Conclusion: This project aims to modernize nurse, midwife, and public health nurse pre-service education in Zambia through the development and institutionalization of an eLearning platform. It will help build local capacity and improve healthcare education delivery, supporting the country’s health workforce development.
