Background
The Civil Aviation Authority (CAA), a Statutory Body established by the Government of the Republic of Zambia under Section 3 of the Civil Aviation Authority Act No. 7 of 2012 to provide for the regulation and promotion of Civil Aviation in Zambia, is inviting applications from suitably qualified candidates who are ambitious, innovative, energetic and performance driven to fill the position of Inspector- Aviation Security.
JOB PURPOSE
To implement aviation security quality control activities and maintain up-to-date policy and procedural documentation in order to ensure compliance with national legislation, ICAO standards, and recommended practices for the effective safeguarding of civil aviation.
DUTIES AND RESPONSIBILITIES
The job holder will be required to undertake the following duties and responsibilities:
- Planning, Budgeting and Departmental Work plans – (Undertakes effectively, the implementation of the operational plans in order to align with budgets and work plans as well as facilitate attainment of the objectives.)
- Aviation Security Regulatory Framework – (Undertakes effectively, the development, amendment, and implementation of aviation security regulations, technical standards, and procedures in order to uphold legislation and ICAO SARPs for secure civil aviation operations against unlawful interference.)
- Security Audits and Inspections – (Undertakes regularly, the implementation of quality control plans, audits, inspections, and covert tests of aviation security operations in order to verify compliance, identify gaps, and recommend corrective actions for improvement.)
- Corrective and Preventive Action Monitoring – (Undertakes timely, follow-ups on audit findings in order to ensure implementation of corrective and preventive actions as well as facilitate closure of non-conformities and promote continuous improvement.)
- Compliance Assessment – (Undertakes periodically, assessments on the implementation of aviation security systems and procedures in order to ensure conformity with NCASP, and other applicable frameworks.)
- Quality Management System (QMS) – (Undertakes effectively, the implementation of the QMS in order to ensure consistent compliance with aviation security standards and continual improvement.)
- ICAO USAP CMA Audit Compliance – (Undertakes effectively, the preparation and implementation of all activities related to audit readiness, and AVSEC 8 critical elements.)
- Threat and Risk Management – (Undertakes timely, the implementation of the aviation security threat and risk management framework in order to proactively mitigate potential threats to civil aviation.)
- Stakeholder Engagement and Coordination – (Undertakes regularly, collaboration with operators, agencies, international bodies and other stakeholders in order to align operational practices with industry best standards and regulatory changes.)
- Data Management and Reporting – (Undertakes accurately and timely, the preparation of reports, performance data, trend analyses and maintenance of data in order to support risk-based decision-making and fulfil national and international reporting requirements.)
- National Civil Aviation Security Programme (NCASP) Oversight – (Undertakes effectively, the implementation and regular updating of the NCASP in order to ensure continuous alignment with evolving aviation security risks and global standards.)
- Capacity Building -(Undertakes regularly, training programmes as well as training and mentorship of inspectors and stakeholders in order to strengthen implementation of the Training Programme)
- Reports – (Undertakes timely, submission of mandatory operational reports to monitor activity implementation and support informed decision-making.)
- Performance Management – (Undertakes timely, development and implementation of individual work plans in order to ensure synergistic integration, as well as monitor, evaluate and enhance performance.)
KNOWLEDGE AND SKILLS REQUIREMENTS
- Full-Form V /Grade 12 School Certificate.
- Bachelor’s Degree in Aviation, Engineering, Law, Social Sciences, or related field.
- Relevant certifications in Aviation Security such as STP 123, and National Inspectors’ Course will be added advantage.
- Member of a relevant professional body (where applicable)
- 3 years work experience in the relevant field.
