Evangelical Fellowship of Zambia (EFZ) invites suitably qualified candidates to apply for positions based at its field office in Shangombo District, Western Province.
EFZ is a voluntary Christian church mother body registered under the Registrar of Societies in Zambia and operates as a non-profit organization. It is currently implementing the Climate Just Communities (CJC2) project in Shangombo District, funded by the Scottish Government and coordinated by NIRAS Group UK, with EFZ serving as the community delivery partner.
The CJC2 project supports climate-vulnerable communities through interventions in water access and management, climate-resilient agriculture, natural resource management (NRM), disaster risk reduction (DRR), market access, gender equality, disability and social inclusion (GEDSI), and advocacy.
This is a dual-function role which bridges community engagement and data-driven learning. The Officer is the custodian of community level data integrity, ensuring that information collected reflects lived realities on the ground. The role strengthens accountability by validating data with communities, triangulating findings and ensuring marginalized voices inform project adaptation. The core objective is to guarantee that data is not only accurate for donor reporting but also owned by communities, driving advocacy, adaptive management and climate justice outcomes.
Responsibilities or duties
- Develop and implement a robust MEAL framework aligned with the Theory of Change, ensuring indicators capture both quantitative outputs and qualitative shifts in equity, resilience, and power dynamics.
- Design and deploy digital tools (e.g., Kobo Toolbox) for baseline, midline, and endline surveys. Ensure accessibility for low-literacy groups and disaggregation by sex, age, and disability
- Conduct spot checks, back-checks, and field verifications to confirm accuracy of data collected.
- Lead Data Quality Audits (DQAs) and document discrepancies between reported data and ground realities.
- Monitor beneficiary selection processes to ensure fairness and adherence to criteria.
- Facilitate participatory methodologies (community scorecards, vulnerability assessments) and ensure findings are validated through community reflection meetings before submission.
- Cross check data with FGDs, KIIs, and direct observation to ensure reliability.
- Identify and map existing community structures (village savings groups, Cooperatives, community management committees, WASH) and facilitate the formation of inclusive Community Climate Justice Committees.
- Train community facilitators and committee members on citizen led data collection, rights-based approaches and basic advocacy skills.
- Implement targeted outreach to ensure the meaningful participation of youth, women and persons with disabilities in project activities and M&E feedback loops.
- Lead community awareness campaigns on climate risk, adaptation options and the project’s grievance mechanism.
- Establish and manage a Community Feedback Mechanism, serve as the primary point of contact for beneficiary feedback, ensuring concerns are logged, responded to, and closed out in a timely manner.
- Produce quarterly community feedback briefs summarizing issues raised and actions taken.
Time Allocation
To ensure balance in this dual role, the time allocation is defined as follows:
- Data Collection & Field Monitoring (60%): Conduct regular field visits and surveys, ensuring that all data is accurately entered, validated and uploaded within 48 hours of collection.
- Community Engagement & Capacity Building (15%): Mobilizing communities, training volunteers and facilitating participatory workshops.
- Reporting & Learning (15%): Producing M&E reports, documenting case studies, and organizing reflection workshops.
- Data Management & Administration (15%): Maintaining the project MIS, filing Means of Verification (MOVs), and attending coordination meetings.
Qualifications or requirements (e.g., education, skills)
Education: Bachelor’s Degree in Monitoring & Evaluation, Development Studies, Social Work, Environmental Science, or a related field. Post-graduate diploma in M&E is an added advantage.
Experience needed
Experience: Minimum 3-5 years of experience in a similar role combining community mobilization and M&E within the NGO sector. Essential: Experience working on climate adaptation, DRR, or livelihoods projects.
Technical Skills: Proficiency in digital data collection (Kobo Toolbox). Advanced knowledge of Excel and Power BI. Experience with participatory rural appraisal (PRA) tools. Strong skills in data verification and quality assurance methodologies.
Soft Skills: Demonstrated ability to work with community members, local authorities, and diverse teams. Ability to solve field level issues independently. Deep understanding of local cultural norms and power dynamics.
Logistical: Fluency in Local Language (Silozi) and English. Willingness and ability to ride a motorcycle in difficult terrain with a valid license.
