The Compliance Officer ensures CHZ operations adhere to organizational, donor, and legal requirements by identifying and mitigating risks, strengthening internal controls, and promoting best practices. This role involves providing capacity building, guidance, and oversight in key operational areas such as procurement, inventory, sub-recipient monitoring, and financial management. The officer develops and implements annual compliance work plans, conducts reviews, investigations, and due diligence assessments, and supports fraud prevention through active monitoring. Working closely with staff, the Compliance Officer should promote a culture of compliance through training, technical assistance, and process improvement initiatives.

Key Competencies:

  • Ability to identify, analyze, and mitigate risks that could impact organizational objectives.
  • Strong understanding of donor regulations, organizational policies, and relevant legal requirements.
  • Capacity to conduct thorough reviews, spot irregularities, and assist COO in investigative processes.
  • Skilled in designing and delivering compliance-related training and guidance to diverse audiences.
  • Precision in monitoring, reviewing, and verifying compliance documentation and processes.
  • Ability to clearly explain compliance expectations, collaborate effectively, and influence adherence to ststandards.

Key Responsibilities and Duties:

Compliance Officer will work closely with finance and operations staff as well as all project staff and partners, to ensure that project policies and processes are understood and consistently implemented and documented by all CHZ staff. The Compliance Officer will report to the Finance and Admin Manager.

  • Ensure thorough familiarity with CHZ manuals, SOPS, project resources, budgets & work plans
  • Working closely with the F&A Mgr. to ensure policy and procedure manuals are up-to-date, issued and signed off by staff
  • Coordinate roll out of any policy updates or process clarifications in coordination with F&A and the CEO
  • Conduct trainings and/or technical assistance for staff in CHZ policy, finance and operations, donor rules and regulations
  • Routinely visit provincial and district offices to ensure that policies and procedures are understood, consistently applied and documented
  • To ensure that adequate financial control measures are implemented at head office and all regional offices for safeguarding inventory and assets.
  • Collaborating with stakeholders to identify risks that may impede the achievement of CHZ’s objectives and assess the adequacy of internal control systems and make recommendations of appropriate measures to mitigate associated risks.
  • Build capacity, providing guidance, training, and compliance oversight in procurement, inventory management, sub-recipient monitoring, and financial management to staff and stakeholders and ensure compliance with CHZ, and donor regulations.
  • Provide technical assistance and spot-checking and verifying that projects comply with donor rules and regulations and applicable organizational policies.
  • Develop the annual compliance review work plan based on the office project portfolio to ensure full compliance coverage to be approved by the CEO
  • Conduct quick books due diligence reviews and complete the compliance review the monthly checklist and develop the corrective action plan
  • Provide support to the finance team in audit preparation in accordance to the Audit TOR and Schedule.
  • Review monthly payroll schedules and monthly stipend payments minimizing fraud through active monitoring and close review of mobile money payments.
  • Develop a risk register for implementing and improving internal controls, orient and train staff on best practices and participate as in compliance training.
  • Conduct orientations and /or refresher training on CHZ policies and procedures and other compliance topics.
  • Liaise and collaborate with staff to identify any bottlenecks or process improvements possible within CHZ policy

Desired Qualifications:

  • Bachelor’s degree required in Management, Finance, Accounting is preferred
  • Minimum 7 years’ experience in financial management and/or operations.
  • Minimum 5 years’ experience working on Donor funded projects.
  • Experience with audit firm is an advantage.
  • Demonstrated competence to assess priorities and manage a variety of activities

in a time-sensitive environment and meet deadlines with attention to detail and quality.

  • Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently with the CEO and proactively with team members.
  • Ability to work independently, take initiative and manage various activities in a team setting with minimal supervision.
  • Strong time management/task prioritization skills.
  • English communication skills, including Excellent oral and written
