Introduction
Cheshire Homes Society of Zambia (CHSZ) is a non-profit making disability service organization. CHSZ is a Strategic Partner Organisation of Liliane Foundation in Zambia implementing the disability programme through 24 Partner Organisations. Further Cheshire Homes Society of Zambia, Archie Hinchcliffe Disability Intervention (AHDI), Holy Family Centre (HFC) and Twatasha Disabled and OVC Organization (TDO) with support from Liliane Foundation is implementing the Zambia Enhanced CBR Response (ZECREP) project in Lusaka, Kafue and Monze aiming at improving the lives of children with disabilities by 2030.
Background to the “Zambia Enhanced CBR Response Program (ZECREP) project
The Zambia Enhanced CBR Response Program project will run for 4 years (August 2020 – July 2024) and is aimed at working towards improving the quality of life of children with disabilities. It is now in the last phase of year two. Working at three levels; at national level, the focus is working together with stakeholders to strengthen the technical and capacity building of CBR workers and rehabilitation professionals, contributing to achieving the SDGs and the WHO rehabilitation 2030 call for action, at local level, the project invests in training and quality improvement of practical competencies of key stakeholders in CBR and disability inclusion. On LF level, the project will inform the development of guidelines and tools for replication in other countries.


Objectives of the consultancy
The purpose of the assignment is to carry out an evaluation to:
• assess the implementation and impact of the project so far against the planned activities; is done the way it should be done, is the project on the way to reach objectives, what are strengths and what are weaknesses, including personal stories on impact from various stakeholders;
• assess in how far staff training has resulted in better competences of participants and meeting the needs of children/youth with disabilities and their parents (e.g. via observation study, satisfaction study, personal stories);
• assess if systemic change in society is taking place i.e. review level of awareness of community stakeholders and members and how impact is perceived by children/youth and their parents;
• assess the extent to which partnerships have been established and perceived in the communities; their strengths and limitations;
• assess impact on accessibility of services and resources in communities.
Requirements of the consultant
• The Lead Consultant/s should have at least a master’s degree in one of the following: Monitoring and Evaluation, Development Studies, Disability, Disability and Rehabilitation Studies, Social Work and Research related fields or any other relevant qualifications.
• A proven record in delivering effective and professional evaluation results in project studies.
• Excellent communication, analysis, writing and report presentation skills in English (Essential);
• Experience in collecting and analyzing both qualitative and quantitative data.
Overall objective of the project
The overall objective is working towards improving the quality of life of children with disabilities and their families in Zambia by 2030.
The following objectives can be derived:
1) To assess the eco-social situation of children with disabilities and their parents/families in the
project areas
2) To measure the current levels of inclusion of children with disabilities and their parents/families
against the baseline in the project areas
3) To identify practical competencies built for various stakeholders i.e., Volunteers, caregivers,
CWACs, staff and key stakeholders
4) To find out to what extent barriers to inclusion and participation has been reduced in the
communities and among service providers that affect quality of life of children with disabilities
and their parents
Rationale for carrying out study
Based on the background given and the baseline study conducted at the beginning of the project, it is necessary to conduct a mid-term evaluation which will evaluate the project performance; what has been done so far, the results so far and it’s impact from the personal perspective of stakeholders, against the objectives and log frame activities in each of the 3 partner organizations working environments. The evaluation will look at practical implementation of the project activities, help identify good practices and also help to identify areas that may need more focus, adjusting and redesigning by given stakeholders and key implementing partners.
CHSZ therefore seeks the services of a consultant who is well versed on disability issues as well as midterm evaluation methods to conduct the study. Below is a brief outline of the terms of reference.

Purpose
The purpose of the assignment is to carry out an evaluation to:

Deliverables
• Inception report with detailed plan
• Full status report
• Recommendations
Report expectation
• Inception Report to include detailed methodology and detailed assessment schedule and responsibility of team members.
• A briefing session with CHSZ and partners at the end of the field phase to provide initial findings, to clarify any questions.
• Final report according to CHSZ requirements in English: It will present the analysis of the key deliverables mentioned in the TOR. While the main part should present the results in a very
concise form, details can be placed in the appendix. A final detailed report (hardcopy max 30
pages) which includes executive summary, should be submitted to CHSZ within the agreed
timeframe.
• The 1-2-page summary shall be drafted so that it can be used as a stand-alone document for
further distribution to stakeholders. The final report will be the last deliverable and it must be
satisfactory to LF, CHSZ and three Partner Organisations.
• The successful candidate will be given access to the project log frame, project proposal, the
Road to Inclusion and PIE tool from Enablement and the baseline report.
Duration and Phasing
The assessment is expected to last a maximum of 21 days over a period of 1 month as follows:
• 2 days development of assessment methodology and tools
• 14 days assessment in all project sites (Lusaka, Kafue and Monze)
• 5 days (draft) report ready
