  1. BACKGROUND

The Partnerships for Municipal Innovation - Women in Local Leadership (PMI-WILL) is a $27,610,160 project with a financial contribution of $26 million from Global Affairs Canada (GAC) and $1,610,160 of in-kind contributions from the Federation of Canadian Municipalities (FCM). PMI-WILL is designed to bring about enhanced enjoyment of rights for women and girls in Benin, Cambodia, Ghana, Sri Lanka, and Zambia. To bring about this ultimate outcome, the project will seek to achieve the following intermediate and immediate outcomes: 

Intermediate Outcome 1000: increased participation of women, particularly those from marginalised groups, as leaders and decision-makers in local governance. 

  1. Increased capacity of women from marginalised groups to run for local elected office.
  2. Increased capacity of women in local government administration to perform their duties effectively.
  3. Increased capacity of the network of women elected officials to support women leadership and participation in decision-making in local governance

Intermediate Outcome 2000: increased capacity of local authorities to deliver inclusive, gender responsive municipal services. 

  1. Increased capacity of local authorities to deliver inclusive, gender-responsive municipal services.
  2. Strengthen capacity of LGAZ to create an enabling environment for inclusive, gender-responsive local governance and municipal service delivery. 

In Zambia, the project is implemented by LGAZ in collaboration with FCM. LGAZ is a membership association of and exists to promote the interests and autonomy of local government authorities (city, municipal and town councils) in Zambia. Its core activities include the following: 

  1. Provision of research and advisory services to promote evidence-based decision making in local government.
  2. Lobby and advocacy on matters involving local government authorities and communities. 
  3. Contribute to capacity building of local government authorities so that they are better able to provide quality municipal services. 
  4. Facilitate international municipal cooperation. 
  5. Participate in the formulation and review of public policies that affect local government. 
  6. Advancing gender equality and social inclusion in local governance and development. 

To contribute to capacity development efforts in local government, PMI-WILL is supporting LGAZ to strengthen its capacities to create an enabling environment for inclusive, gender responsive local governance and municipal service delivery. The Association embarked on the development of its Financial Sustainability Strategy (FSS) (2025–2029) in 2024 to strengthen its financial independence and resilience. The process involved several consultations with stakeholders to inform the production of a draft version. However, gaps remain in areas such as revenue modelling, risk analysis, financial forecasting, costing of activities and an accompanying implementation plan.

With support from the PMI-WILL Project, LGAZ seeks to engage an experienced individual to provide technical support in refining and finalising the FSS and its implementation plan.

  1. PURPOSE OF THE ASSIGNMENT

The core purpose of this assignment is to refine and finalise the draft FSS, ensuring it is comprehensive, contextually grounded, implementable, and aligned with LGAZ’s institutional objectives and relevant national policies and regulations.

  1. SCOPE OF WORK 

The consultant is expected to undertake the following tasks:

  1. Review and assess the current draft FSS and associated annexes for completeness, coherence, and technical quality.
  2. Conduct focused consultations (virtual or physical) with LGAZ leadership, finance team, and key stakeholders to gather additional insights.
  3. Identify and address gaps in the draft FSS, including:
    • Revenue diversification models (including scenario planning).
    • Detailed costing of strategic activities.
    • Institutional and financial risk analysis.
    • Conceptual framework for exploring innovative revenue sources. 
    • Implementation plan.
  4. Design and facilitate a half-day workshop with LGAZ and its partners to validate the draft strategy. 
  5. Produce a finalised FSS including:
    • An executive summary.
    • Resource mobilisation roadmap and budget for strategic activities.
    • A risk mitigation matrix.  
    • A comprehensive implementation plan.
    1. FINANCIAL REQUIREMENTS

    Applicants are required to indicate the consultancy fee per day (in Zambian Kwacha, inclusive of Withholding Tax) and the duration (in days) anticipated to complete the assignment.

    1. REQUIRED QUALIFICATIONS AND EXPERIENCE

    The consultant is expected to possess the following:

    1. Master’s degree in Public Finance, Strategic Management, Economics and Finance, or related field.
    2. At least 5 years of experience in financial planning for membership-based or non-profit organisations.
    3. Demonstrated experience in developing financial sustainability strategies or resource mobilisation plans.
    4. Strong understanding of relevant legal and policy frameworks.
    5. Experience working with international organisations.
    6. Excellent facilitation and stakeholder engagement skills
