JOB DETAILS:
IESC – the International Executive Service Corps – is preparing a solicitation for the USAID-funded Enterprise Development Growth Enhanced (EDGE) Activity. IESC is a U.S. based nonprofit with a focus on supporting small- and medium-sized enterprises (SMEs) through access to finance and access to domestic, regional, and export markets to generate equitable and sustainable economic growth globally. Since 1964, we have designed and implemented a wide range of market driven solutions for rural SMEs along entire agricultural value chains on over 25,500 projects in more than 130 countries worldwide.
The purpose of USAID’s EDGE Activity is to increase the profitability for rural agricultural SMEs by addressing their key investment constraints on access to finance, limited business management skills and technology, and access to markets, thereby increasing SMEs productivity and ability to create new jobs. The project activities will be focused on peri-urban Lusaka and Eastern Province. The position is contingent upon IESC winning the award. Candidates should be available to join the project by August 2020.

Job Responsibilities:
• Ensure contract compliance with IESC and USAID policies regarding financial documentation and procedures;
• Implement and monitor sound policies regarding liquidity and solvency and take the necessary steps to ensure the financial health of the Activity;
• Direct and monitor the management of cash and other assets to ensure integrity and efficiency of financial resources of the EDGE Activity operational needs;
• Ensure deliverance of accurate and timely financial reports required by IESC;
• Establish or verify the establishment and strict implementation of a sound internal control system;
• Oversee financial and accounting systems controls and standards, ensure that financial internal controls are sufficient such that cash management processes are secure, all the data is valid and that financial reporting is reliable, timely and accurate;
• Support senior management in preparing, maintaining, and analyzing budgets and preparing periodic reports to monitor actual expenditures against budget estimates;
• Ensure adequate audit trails; i.e. all relevant paperwork is in place for all transactions;
• Conduct weekly and monthly reconciliation of cash and banking records with the Activity accountant;
• Conduct regular internal review of financial transactions, make written recommendations, and implement follow-up actions;
• At all times, ensure that EDGE is protected against fraud, and request audit or police investigations and judicial action against any person involved in criminal action against the organization;
• Coordinate VAT exemption process and ensure all income and property taxes are paid properly and on-time;
• Ensure all vouchers, expense reports, and invoices have proper documentation and have been reviewed/audited by the requestor before payment is issued;
• Conduct research to locate and identify potential vendors and suppliers both domestically and internationally; and
• Coordinate with IESC home office staff to promote positive linkages and communication between the Activity office and IESC..

• Degree in Accounting, Business/Public Administration or related field; advanced degree preferred;
• Demonstrated experience in management, compliance, and financial aspects of USAID funded development projects;
• Strong computer skills (MS Office suite) and excellent command of project management information systems required;
• Excellent writing and spoken English skills.
