JOB DETAILS:

VVOB – Education for Development is implementing a Multiyear project which started on the 1st of January 2017 and will end on the 31st of December 2021. The project supports Continuous Professional Development of ECE Teacher in Central Province, Zambia. The project is implemented in partnership with the Zambian Ministry of General Education (MoGE).
Role & Job Profile
The Education advisor – Policy development and Implementation/communication is responsible for (1) the project’s result area on policy development and implementation, and (2) for VVOB’s communication. He/she will report to the STEEL Project Coordinator for policy development and implementation, and to the VVOB program manager for communication. The advisor will be based in Lusaka but will occasionally have travel to support the implementation of the project. .

Job Responsibilities:
• Taking the lead in planning and coordinating activities and interventions to realize the intermediate result area on policy development and implementation;
• Ensuring alignment and coherence with other result areas in the project;
• Ensuring that the ECE project is being implemented in close consultation with stakeholders at the Ministry of General Education, in particular the Early Childhood Education Directorate, the Directorate of Standards, and Curriculum, the Teacher Education & Special Services Directorate, and the Examinations Council of Zambia.
• In close consultation with the Project’s Pre-Service Teacher Education Advisor, In-service Teacher Education Advisor, the ECE Advisor and M&E Advisor, taking the lead in developing the content for policy guidance to support early learning.
• Supporting and coaching all stakeholders to monitor the implementation of the learning through play methodology, child friendly methodologies and the implementation of the Early Learning Development Standards -ELDS.
• Introducing, applying, monitoring and evaluating a variety of contextualized sustainable capacity development approaches, methods and interventions tailored to the specific organizational characteristics of the partners;
• Ensuring compliance with VVOB’s policies and guidelines and respecting local policies of partners;
• Contributing to internal and external knowledge development by sharing lessons learned among partners and colleagues.
• Keeping abreast with policy trends, new developments and latest research and thinking in capacity development and international development in ECE, through external and internal networking and sharing these with partners and VVOB colleagues;
• Contributing to internal and external written and oral communication, including writing of reports and to the development of grant proposals for potential donors.

Job Qualifications:
• The Education Advisor – Policy development and implementation/communication will possess a master’s degree in Human Sciences (or equivalent by experience with a bachelor’s degree in Education or Development Studies) with a bias towards Education, with at least 10 years of experience in supporting projects on Continuing Professional Development of teachers. A higher and relevant degree will be an added advantage. Adequate knowledge of MoGE operations and structures is required
