Responsibilities
Partnerships Team Strategic Coordination (25%)
- Facilitate periodic reviews on policy implementation progress in collaboration with the Community health senior advisor and chief community health officer
- Support periodic power mapping exercises to guide team efforts to influence key policy outcomes by engaging key stakeholders;
- Provide analysis and updates on key MoH policies and priorities relevant to Muso’s work with the Zambian government through MoH
- Maintain a regular contact with other MoH and government bodies such as the President’s Delivery Unit. of the various activities the team engages in and how they relate to the Zambia Muso collaboration priorities;
- Act as a central information repository for different team members, maintaining a running understanding of which team members are interfacing with which external partners around which issues; Point out areas of potential synergy and/or conflict.
Partnerships Operations & Communications (25%)
- Identify opportunities for team process improvement, coordinating with other team members to creatively solve problems and implement solutions;
- Organize regular team meetings, developing an agenda, taking notes, identifying key action items, and distributing notes;
- Maintain close contact with technical working group members on matters related to health system strengthening, community health and resource mobilization.
- Build and maintain a shared digital library of key public sector policy documents;
- Support the development of a central repository of contact and relationship background information on Zambia-based partnerships and technical assistance engagements; ;
- Manage the logistics of high-level MOH engagements, including arranging travel for government partners to attend international conferences and other opportunities;
- Support in the development of monthly and annual budget requests related to Zambia Team activities;
- Support the Zambia Team to plan and execute events as needed.
Partnerships Cultivation & External Representation (50%)
- Field all external invitations to meetings and workshops, sharing them with the Zambia T.A team and making a recommendation around whether or not;
- Represent Muso at meetings and workshops; give voice to Muso’s unique perspective and expertise and then share key takeaways with the wider partnerships team in a timely fashion;
- Maintain a consistent presence in all relevant partner forums and technical working groups on a national level to ensure maximum coordination with other NGOs and government agencies. This includes amongst numerous others:
- The Community Health Technical Working Group
- The mHealth Working Group
- HRH technical working group
- Support the Zambia technical assistance team to have regular touchpoints and maintain good working relationships with key actors in the public sector, including: the Ministry of Health , the National Health Directorate such as policy and planning, donor coordination; M&E and HMIS, the National Malaria Elimination Control Program, the National TB Control Program, the High Council for the Fight against HIV/AIDS, the National Assembly, the Ministry of Finance,, the Office of the PDU;
- Conduct regular active outreach to key partners and individuals.
Profile sought
- The ideal candidate must have proven experience in the coordination and management of development projects preferably health interventions and have knowledge and mastery of the health system in Zambia.
- A commitment to universal health care, maternal-child survival, and equitable health systems;
- Attention to detail, sense of organization, and demonstrable skill for system and process management;
- Robust organizational skills, with capacity to manage multiple time-sensitive projects simultaneously;
- High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications
Key experience / Technical and functional skills
- Minimum 5 years of experience in the social and development sector in Zambia
- Minimum 7 years of experience in collaboration and partnership with state actors
- Excellent ability to analyze and solve problems, using qualitative and quantitative approaches;
- Convincing with the ability to coordinate, inspire, and motivate professionals from different backgrounds towards a common goal;
- Experience organizing policy-focused campaigns or engaging in high level advocacy is a plus, but not required;
Academic and technical qualifications required
- Bachelor’s degree in public health; public administration; development studies, international relations or other social science , relevant academic profile; master’s degree in in social sciences or development studies would be an asset;
- Experience with government partners and donor engagement as well as relations management;
- Experience and expertise in resolving problems related to the coordination and governance around health or other development interventions
- Strong written and oral communication skills;
- Comfortable with Microsoft Office Suite;
- Mastery of English and local language (reading, writing)
