Title: Community Relations Manager- Kafue Flats Restoration Partnership

Reporting line: The Community Relations Manager reports to the Southern African Floodplains Regional Manager under the Southern African Floodplains Regional Programme of the International Crane Foundation/Endangered Wildlife Trust Partnership. The KFRP is part of the Africa Crane Conservation Programme (ACCP).
Objective of the position: The main objective of the Community Relations Manager is to lead the design, implementation, and maintenance of conservation-friendly livelihoods and agreements with the communities of the Kafue Flats ecosystem. The role is to ensure a shared vision between consortium partners and local communities in the design and implementation of Kafue Flats Restoration Partnership
The engagement of the community will adopt a human rights-based approach that fosters a supportive and mutually beneficial relationship between the protected area and surrounding communities under the auspices of the Kafue Flats Restoration Partnership.
Supervisory responsibility: The Community Relations Manager will supervise a team of community facilitators and collaborate with the Extension Staff of the DNPW in developing a CBNRM model that responds to the unique situation and circumstances of the Kafue Flats.
POSITION SUMMARY:
The International Crane Foundation (ICF) is a Non-Governmental Organization that works worldwide to conserve cranes and the ecosystems, watersheds, and flyways on which they depend and provides knowledge, leadership, and inspiration to engage people in resolving threats to cranes and their diverse landscapes. ICF works across Africa through the ICF/Endangered Wildlife Trust Partnership, under the Africa Crane Conservation Programme (ACCP). The ACCP advances long-term conservation, management, and sustainable utilisation of wildlife resources and natural environments in Africa, through close partnerships with governments, agencies, universities, local NGOs, private sector, and other collaborators to achieve this goal.
ICF is registered as a Company Limited by Guarantee (not-for-profit organization) in Zambia and has entered into a long-term agreement with the Government of the Republic of Zambia (GRZ) for the restoration and management of the Kafue Flats. The Kafue Flats Restoration Partnership (KFRP) working with Department of National Parks and Wildlife and the World Wide Fund for Nature (WWF) aims to develop a “healthy floodplain for all” model for the Kafue Flats protected area which manages and restores the ecological health and biodiversity of the floodplain. At the same time, it seeks to provide sustainable livelihoods for local communities based on the important natural capital of the floodplain – including livestock grazing, fisheries, and wildlife – and local and national benefits from the ecosystem services generated by the floodplain.
The International Crane Foundation (ICF)/Endangered Wildlife Trust (EWT) Partnership is looking to recruit a Community Relations Manager for the KFRP. The Community Relations Manager is responsible for leading our community engagement on the Kafue Flats, and for the design, implementation, and maintenance of conservation-friendly livelihoods and agreements with the communities of the Kafue Flats ecosystem. We promote a human rights-based approach, taking into consideration gender equity, ethnicity and the youth. This approach fosters a supportive and mutually beneficial relationship between the protected area and surrounding communities. The position fosters ongoing, two-way communications between park management and communities .

ESSENTIAL ROLES AND RESPONSIBILITIES
• Increase our understanding of the needs and challenges facing the communities of the Kafue Flats ecosystem, and their use of natural resources in the protected area and its surrounds, by leading research, consultation, and communication.
• Engage communities in identifying lasting solutions to the conservation and livelihoods challenges facing the Kafue Flats.
• Faciliate joint decisions and planning with communities and keep communities informed on program and funding changes timely
• Promote conservation-friendly livelihoods that provide meaningful income for local communities, such as sustainable fishing, grass-fed beef production, and local enterprise development, and encourage savings and investment.
• Facilitate regular two-way, effective communications between protected area managers and local communities and their representatives. • Build the institutional capacity of local community structures so that they are recognized nationally and function effectively and efficiently.
• Develop indicators and measure community support for the KFRP, community contribution to the objectives of the KFRP, and community-based conservation outcomes that will feed into the overall KFRP Monitoring & Evaluation strategy.
OTHER IMPORTANT DUTIES AND FUNCTIONS
• Provide strategic input to the Blue Lagoon and Lochinvar National Park Management Plans, and the Kafue Flats Restoration Plan, with specific focus on integrating community challenges and needs with protected area management goals.
• Supervise and support a team of community facilitators and DNPW extension staff to meet the goals of this position and the KFRP.
• Guide the development, implementation. and evaluation of education and awareness programmes for the communities of the Kafue Flats ecosystem
• Contribute to proposals and other fundraising activities as required to support the KFRP.
• Share information about the project through relevant news media channels, social media, workshops, and conferences.
• Contribute to the functioning of the KFRP as an effective and goal-oriented coalition of willing and equal partners

QUALIFICATIONS REQUIRED
• Master’s Degree in a related field, and/or relevant, equivalent relevant experience of at least 5 years in a similar position.
• Strong technical skills and demonstrated experience and understanding of the foundations, practice and performance of community based natural resource management and related fields.
• Strong experience in the use of participatory methodology and CBNRM programme development, design, capacity building and monitoring including facilitation skills
• Strong written communication skills, including writing routine correspondence and reports in a concise, logical and effective manner.
• Effective verbal communication skills, speaking clearly and persuasively; and listening with care. Ability to communicate in any of the languages used on the Kafue Flats is an added advantage.
• Ability to establish project plans and budgets, regularly monitor and track progress on work projects, and ensure appropriate communications with project partners, notably from a technical perspective.
• Flexibility to work the number and schedule of hours needed to accomplish regular and ad hoc job responsibilities which includes extensive travel within and outside the Kafue Flats
• Possession of a clean driving licence
• Effectively adapt to changes in work environment and duties, processes, and technologies.
• Experience in multi-donor, multi-stakeholder integrated field programmes involving Government and communities is an added advantage
