Job Purpose
The Monitoring and Evaluation Specialist will manage all Project M&E activities and will ensure all components are delivered in a timely manner.
The Responsibilities/Accountabilities of Monitoring and Evaluation Specialist includes, but not limited to, the following
The Monitoring and Evaluation Specialist will report to the Project Manager.
- Collect information on project performance at all levels of implementation and regularly document lessons learnt on various interventions of the project;
- Lead on M&E project interventions, document results and provide feedback to guide decision-making and implementation;
- Support preparation, establishment and implementation of a robust M&E framework and systems for achieving outcomes and intermediary project indicators;
- Facilitate review of progress and development of actions to address variance between planned and actual results in the Project area of North Western Province-Maheba;
- Develop and oversee data flow pattern for the program that will ensure timely data collection, analysis, formatting and reporting;
- Produce timely Monthly, Quarterly and Annual progress reports on the overall Project;
- Lead in results reporting to the Ministry and the World Bank by providing periodic input during missions and progress reports, as well as project completion reports;
- In liaison with the Project Coordinator and Project Manager, provide technical input to capacity building in data collection including data quality assurance at district and community level;
- Support district and community facilitators in conducting gender-sensitive climate risk assessment to inform planning at district and community level;
- Flag and escalate any expected delays in achieving project indicators as evidenced by data from the M&E framework in order to provide an informed decision for the PIU and the WB;
- Support capacity building of relevant stakeholders and Project Staff to produce required inputs/outputs in relation to M&E frameworks established;
- Management of the project’s grievance mechanism database; and
- Coordinate and initiate the timely preparation of annual work plans and budgets in collaboration with the Project Manager.
Qualifications and Experience
- Grade Twelve (12) Certificate;
- Master’s degree with 5 years post experience in any of the following fields Economics, Statistics, Data Science, Project Management, Demography, Urban and Regional experience or equivalent;
- Minimum of (5) five years’ experience in Planning, Monitoring and Evaluation of projects;
- Good record of leading and supporting monitoring and evaluation (M&E) for complex, large donor-funded development projects/programs)
- Demonstrate good technical experience of designing, establishing and implementing M&E frameworks, systems and tools that track performance and development impact;
- Proof of either qualification or experience in the use of standard computer software applications for planning and statistical analysis such as STATA and or SPSS or E-Views or MS Project;
- Proven expertise in quantitative and qualitative methodologies, research, reporting, and data quality assessments;
- Proven track record in managing and/or leading investigative teams;
- Demonstrate high-level technical skills in data formatting, cleaning, analysing, charting, graphing and reporting:
- Excellent conceptual and analytical skills, with proven ability to process and analyze data using one or more statistical software packages; and
- Ability to present M&E data to a diverse audience in easily digestible formats using charts, graphs and other data presentation techniques appropriately to communicate data verbally or in writing
- Should demonstrate previous experience of working with and in multi-cultural and multi- disciplinary teams; and
- Good understanding of government and donor/cooperating partners working environments.

For the suitable candidate should include good writing skills, ability to work under minimum supervision, transparency, accountability, able to multitask & flexibility, team player & good interpersonal skills, proactive to problem-solving and able to work in diverse cultural environments.
