Job Description

PATH is seeking a principal investigator/project director (PI/PD) for an anticipated five-year HIV prevention program in Zambia. The program will support the Zambian Ministry of Health (MOH) to achieve and sustain gains made in HIV prevention by supporting direct service delivery (DSD) in the Eastern, Lusaka, Western, and Southern provinces for comprehensive, quality, integrated HIV prevention services targeting key populations (KP) and adolescents and young persons (AYP), including supporting the Determined, Resilient, Empowered, AIDS-free, Mentored and Safe program (DREAMS), HIV testing services (HTS), linkage to prevention services, and health systems strengthening support to Zambian stakeholders.
PATH’s PI/PD will drive the overall strategic direction and ensure technical excellence and impact. They will provide overall leadership and management of the project team, working closely with PATH Zambia country director (CD), project senior management team (SMT), partner technical team lead(s), and other project staff to ensure impact. The PI will be the primary point of contact with CDC Zambia, the MOH and other governmental and non-governmental actors supporting HIV/AIDS prevention activities in Zambia, including AYP and KP representatives and other CDC/USG implementing partners. They will represent PATH at technical meetings, conferences, and other convenings and provide technical expertise to the project as well as project partners and stakeholders. The PI will report to the PATH Zambia CD, with a dotted reporting line to the director of PATH’s global HIV/TB/viral hepatitis team. This position will be located at PATH Zambia’s office in Lusaka, Zambia.

Required Skills
• Key responsibilities include but are not limited to:
o Provide overall technical, operational, and financial management, leadership, and guidance to the project to improve Zambia’s capacity to provide comprehensive integrated HIV prevention services to KP and high risk AYP by linking them to the appropriate evidence-based HIV prevention services including HIV treatment services.
o Provide overall leadership and ensure quality implementation of the project, ensuring the achievement of all project deliverables and targets in a timely manner.
o Maintain relationships with and ensure provision of technical assistance to Provincial Health Offices that provide DSD HIV prevention and treatment services.
o Provide overall direction and guidance during annual work planning processes, aligned with CDC priorities and reflecting shifts in public health and HIV/AIDS programming priorities in Zambia and globally.
o Represent PATH and build and maintain productive relationships with CDC, project partners, and national government counterparts.
o Provide credible, articulate, and demonstrated expertise in HIV/AIDS epidemiology, prevention, treatment, and control.
o Identify obstacles and risks related to implementation in a timely manner and lead the project team to implement strategies to overcome them.
o Lead project efforts to align and collaborate with strategies and priorities of global and multilateral stakeholders. Build country-level capacity by sharing new knowledge, evidence and best practices with the project team, the MoH and other stakeholders.
o Supervise and oversee the work of project staff, partners, and subcontractors.
o Exercise sound financial management skills, including effective project spending.
o Uphold the standards of PATH to lead a high performing team, and ensure strict compliance to CDC and PATH policies, regulations, and internal controls.
o Guide the learning agenda for the project, use lessons learned to modify project approaches and strategies, and disseminate findings.
o Participate in regular meetings with the project technical and implementation team to review performance against targets and provide guidance on required adaptations.
o Review technical materials to ensure delivery of high-quality products.

Required Experience
Core competencies/required skills:
• Advanced degree in public health, medicine, social sciences, epidemiology, or related field.
• Ten or more years of experience in donor-funded health programming; experience with US government-funded and PEPFAR HIV prevention programs strongly preferred.
• Demonstrated experience managing, large, complex projects in developing countries, with experience in Zambia strongly preferred.
• Proven professional experience working with host country governments, donors, civil society, and the private sector, developing and maintaining effective partnerships and diplomatically influencing policy and project decisions with government and donor officials.
• Demonstrated experience with strategic program leadership and planning, including managing large, geographically dispersed, multi-dimensional teams and working in low-resource settings.
• Demonstrated understanding of Zambian health systems.
• Excellent oral and written communication skills in English required; basic understanding of Zambian local languages preferred.

Must have legal authorization to work in Zambia.
