Position description

The Procurement Officer’s responsibility will be to plan, coordinate, and execute the procurement of goods, works, and services in a transparent, cost-effective, and timely manner that supports the operational and strategic objectives of the Centre

Key duties include:

1.    Purchasing and Inventory Management

  • Source quotations for any purchase requirements on behalf of the Centre and raise purchase orders against selected quotations and deliver them to suppliers.
  • Undertake market research to ensure purchases are sourced from the most competitive source and maintain a register of approved suppliers.
  • Regularly liaise with other departments to ensure compliance in procurement procedures.
  • Oversee inventory management, tracking incoming supplies, and managing stock levels to avoid overstocking or shortages.
  • Work closely with the Finance team to ensure purchases align with budget constraints and financial policies.

2.    Vendor Sourcing and Relationship Management

  • Identify, evaluate, and maintain a reliable and diverse pool of suppliers and service providers.
  • Conduct negotiations and secure favourable terms and pricing with suppliers while upholding the Centre’s standards for quality and ethics.
  • Manage and strengthen vendor relationships to ensure dependable supply chains and foster long-term partnerships.
  • Preparation of monthly, quarterly and annual stock reports in order to facilitate the provision of information to the NRSC Management.
  • Prepare quarterly reports on the application of the market price index and price reasonable analysis in financial evaluations.

3.    Compliance

  • Ensure compliance and adherence to the Public Procurement Act and other legislations relating procurement regulations and processes.

4.    Procurement Strategy and Process Development

  • Collaborate with the Finance & Administration Manager to develop and implement the Centre’s procurement policies, ensuring transparency and efficiency.
  • Establish procurement processes and guidelines to streamline purchasing activities, supporting internal teams with effective resource planning.
  • Prepare procurement plan annually, in consultation with other departments and units.

5.    Procurement Committee

  • Act as secretary of the procurement committee.

Required experience and qualification

  • CIPS Level 5 or better, Diploma in Purchasing and Supply.
  • A minimum of three (3) years relevant experience in a similar capacity.
  • Sound knowledge of Zambia Public Procurement (ZPPA) regulations.
  • Knowledge of MS Office Suit, especially Excel Spreadsheets. 
  • Professional membership:Paid member of Zambia Institute of Purchasing Supply (ZIPS)
