Job Summary:
The Ministry of Health (MoH), with support from the Global Fund, is seeking a Provincial Grants Officer to oversee accounting activities, facilitate financial transactions, and ensure accountability at the Provincial Health Office. The role focuses on financial management, monitoring, and capacity building to improve grant absorption rates and support effective health program implementation.

Key Responsibilities:

  • Conduct comprehensive reviews of Sub-Recipients’ (SRs) work plans, budgets, and expenditures through routine financial data analysis.
  • Facilitate effective financial transactions to ensure timely resource acquisition and cost-efficient fund utilization.
  • Ensure timely quarterly liquidation of funds and address unimplemented activities to improve grant absorption rates.
  • Maintain accurate and timely books of accounts to provide reliable financial reports.
  • Support Provincial Health Office (PHO) and District Health Office (DHO) accountants in generating NAV expenditure reports and aligning with performance targets.
  • Ensure accurate recording and reconciliation of transactions to enhance accountability.
  • Ensure timely and accurate capture of financial data in the NAV system and validate liquidation reports.
  • Regularly monitor and evaluate financial data to improve absorption rates and inform interventions.
  • Conduct thorough investigations to validate financial and program activity data.
  • Conduct field visits to assess financial data management processes and provide on-site support.
  • Provide capacity-building sessions to enhance SRs and Sub-Sub-Recipients’ (SSRs) skills in financial management and NAV system usage.
  • Address financial management and internal control risks identified during assessments.
  • Ensure timely submission of accurate budgets, work plans, and reports by SRs and SSRs.
  • Address NAV system challenges and support SRs in maximizing its utilization.

Qualifications and Experience:

  • Full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ level credits or better, including English Language and Mathematics.
  • Bachelor of Accountancy or professional qualification such as Full ACCA, ZICA, or CIMA from an accredited university.
  • Minimum of 6 years of post-qualification work experience, with at least 3 years on donor-funded projects.
  • Experience in Global Fund reporting requirements at the Sub-Recipient level is an added advantage.
  • Strong skills and competencies in writing comprehensive reports and effective communication in English.
  • Proficiency with computers, including financial software and Microsoft Office applications.
  • Must be a registered member of a relevant regulatory body (e.g., ZICA).
Provide technical and operational support for integrated primary and community health interventions, focusing on Malaria, TB, and HIV/AIDS. Liaise with cooperating partners and country teams to identify, orient, and build the capacity of technical teams. Contribute to the capitalization and uptake of community health programming, sharing experiences, research, and advocacy initiatives. Support program evaluation, monitoring, and reporting to ensure effective implementation and impact. Advocate for continued research in Malaria, TB, and HIV prevention, coordinating with partners and stakeholders. Participate in the Community Health Technical Working Group, ensuring prevention activities align with national campaigns. Collaborate with MoH Technical Advisors to provide comprehensive guidance on community health services across provinces, districts, health facilities, and communities. Conduct administration and management of community health activities, including providing leadership, technical input on annual work plans, and designing new innovations. Conduct regular capacity-building meetings with community and public health teams to strengthen systems. Stay updated on survey and research findings, synthesize implications, and advise on community health policy for MoH. Coordinate MoH community health portfolios with line Ministries, donors, and NGOs in Zambia. Provide technical assistance, training, and consultation on high-impact innovations, ensuring best practices and evidence-based approaches are incorporated. Prepare technical documents and maintain linkages with other programs for multi-sectoral programming opportunities. Lead planning, monitoring, and reporting efforts, ensuring lessons learned are disseminated to sector representatives.
