ZICTA/NL/01/23:

The Zambia Information and Communications Technology Authority (hereinafter referred to as the "Authority") is responsible for the regulation of electronic communication services and products, and monitoring the performance of the Information and Communication Technology (ICT) sector, including the levels of investment and the availability, quality, cost and standards of the electronic communication services in Zambia.

Pursuant to the Licensing Guidelines of 2022, the Authority now invites proposals that will lead to the issuance of three (03) Network Licences (Facilities) in the international market segment for data only.

The scope of the Network Licence (Facilities) in the international market segment will allow the Licensee to establish, install and operate an international gateway for data only and deploy network facilities. For the avoidance of doubt, the Licensee shall be authorized to have international connectivity across the Zambian borders via wired or wireless means and route data traffic to and from international destinations as well as provide data services countrywide. Further, an applicant who intends to provide retail data services and does not currently hold a valid Service Licence shall be required to apply for a Service Licence Category B in the national market segment, together with the Network licence (Facilities) application, in accordance with the Licensing Guidelines of 2022. The Service Licence Category B is a class licence that is not subject to this competitive process.

The Authority has determined that the issuance of the Network Licence (Facilities) in the international market segment shall be through an invitation to the public which commences by publication of this Request for Proposals (RFP).

The successful applicants shall be required to pay the licence fees as prescribed in the ICT (Fees) Regulations SJ No. 19 of 2022.

The information to be submitted by applicants will be as specified in the Licensing Guidelines and shall include:

a. history and technical experience of the applicant(s) in the establishment and operation of electronic communications networks and services in the jurisdiction where they currently or have previously operated;

b. the level of proposed investment;

c. the scope of the network the applicant has or intends to deploy: d. the type of services provided or planned to be offered; and

e. countries the applicant currently operates in.

The applicant shall provide information regarding any licences previously and currently held relating to the provision of electronic communications networks and services Applicants who are citizen influenced, citizen owned and citizen empowered companies must submit supporting certificates from the Citizen Economic Empowerment Commission.

The RFP may be obtained from the Authority Head Office, Stand No. 4909, Corner of United Nations and Independence Avenues, Lusaka at a non-refundable fee of Five Hundred Thousand Kwacha (K500,000.00) only or its equivalent in United States Dollars (USD). Submission Procedure

The submissions should be appropriately bound, sealed and bold labelled "REQUEST FOR INVESTMENT PROPOSALS FOR THE NETWORK LICENCE (FACILITIES) IN THE INTERNATIONAL MARKET SEGMENT FOR DATA ONLY" and must be deposited in the tender box at the Reception situated opposite the Security Check Point at the Authority Head Office, Stand No. 4909, corner of Independence and United Nations Avenue, Lusaka on or before March 24, 2023 at 10:00 hours local time. ELECTRONIC SUBMISSIONS SHALL NOT BE ACCEPTED. Submissions received after the time and date stipulated above shall not be accepted.

The submissions will be opened soon after the closing time in the Director General's Conference Room in the presence of Applicants or their representatives who choose to attend.
