Request for Quotations (RFQ) for graphic designing services
SoCha LLC is pleased to announce this Request for Quotations (RFQ) under its USAID/Zambia Monitoring, Evaluation, and Learning Platform (Z-MELP) program. This RFQ for graphic designing service
SoCha will make a single award to the offeror that provides the best value, defined as the best and most cost-effective technical solution.
1. Information Concerning This Procurement

1.1 Purpose
SoCha, the implementer of the USAID/Zambia Monitoring, Evaluation, and Learning Platform (Z-MELP) invites offerors to submit proposals for videography.

1.2 Background
The USAID/Zambia Monitoring, Learning & Evaluation Platform (Z-MELP) began work on June 8, 2020, and will continue until June 7, 2025. Z-MELP provides technical assistance across the Mission’s Program Cycle management-related tasks, primarily for the Program Office and technical offices. Services include:
A. Performance monitoring support.
B. Evaluation support services.
C. Data management support.
D. Capacity building and strengthening services relating to Program Cycle elements.
E. Collaborating, Learning, and Adapting (CLA) support services.
Across its service areas, Z-MELP regularly produces communication outputs for dissemination to various audiences and the public.
The successful offeror to this RFQ will enter into a contractual agreement with SoCha to provide the services contained herein.
1.3 Statement of Work
The Statement of Work is contained in Section 2 below.

1.4 Submission Procedure
Proposal submission. Electronic proposals are due no later than 17.00 hours Central Africa Time (CAT) on Friday, February 11, 2022, to be submitted electronically via email to procurementzm@socha.net and carbon copy (CC) jmbuzi@socha.net and mkatundu@socha.net.
Questions submission
Questions regarding this procurement are due no later than 17.00 hours CAT on Monday, February 7, 2022 be submitted electronically via email to procurementzm@socha.net  and CC jmbuzi@socha.net and mkatundu@socha.net.

1.5 Response Instructions
Offerors shall submit the following items on company letterhead to make a quote.
1. A brief cover letter (1-page maximum) that bears the signature of an authorized member of the firm who can negotiate the quote, if necessary. The cover letter will:
a) Confirm that the quote is valid for 90 calendar days from the due date of the response.
b) Acknowledge the solicitation and any amendments received; and
c) State any conditions or stipulations that the offeror wants to specify regarding the quote.
2. A written explanation of the technical approach (2-page maximum) that the offeror will use to deliver the Statement of Work.
3. Three past performance references at clients that SoCha can talk to their about their experience with your firm (note that past work with donor-funded international development programs is strongly preferred).
4. A cost narrative (no page limit) that includes:
a) A proposed firm-fixed-price cost that shows the build-up for the proposed costs

1.6 Selection Criteria
The scoring criteria that SoCha will use to select the offer presenting the best value are shown below:
• Quality of technical approach (40 points);
• Past performance references from prior clients (30 points);
• Cost (30 points).

1.7 Issuance of Award
SoCha will evaluate all quotes received before the deadline shown in the Synopsis of the RFQ table above and make an award to the responsible offeror that offers the best value. SoCha reserves the right to make an award without negotiation

2.1 Technical Requirements

2.1.1 Background

Z-MELP provides technical assistance across the Mission’s Program Cycle management-related tasks, primarily for the Program Office and technical offices. Services include:
A. Performance monitoring support.
B. Evaluation support services.
C. Data management support.
D. Capacity building and strengthening services relating to Program Cycle elements.
E. Collaborating, Learning, and Adapting (CLA) support services.
Across its service areas, Z-MELP regularly produces communication outputs for dissemination to various audiences and the public.

Objectives
The graphic designer will ensure high-quality formatting and produce visualizations to support effective messaging to different audiences according to USAID branding guidelines.

Schedule
Z-MELP will engage the graphic designer with an expected annual level of effort of approximately five (5) days to produce the following deliverables:
• Visualizations for integration in Z-MELP communication outputs;
• Documents formatted in MS Word, MS PowerPoint, or in professional layout/design software and in line with USAID guidelines and consistent with Z-MELP communication outputs.

Tasks
To achieve the objective, the graphic designer will engage in the following tasks:
• Participate in meetings/ calls with Z-MELP staff;
• Suggest visualizations to support effective messaging;
• Produce visualizations based on specifications or drafts provided by Z-MELP;
• Format communication outputs in MS Word, MS PowerPoint, and professional layout/ design software (e.g. InDesign), as relevant.

2.1.2 Key Qualifications
The successful offeror must have:
• Demonstrated experience producing high-quality graphic work;
• A lead graphic designer with a strong reputation; and
• Ability to comply with USAID branding guidelines.

2.2 Quality Assurance and Deliverable Approval
SoCha’s Chief of Party or a designee will review and approve deliverables. The successful offeror can invoice for approved deliverables upon acceptance.
