Key Responsibilities
The Senior Systems Administrator shall report to the ICT Manager. The job holder shall be responsible for installing, configuring, and managing different solutions within the ICT department. This includes developing, configuring, maintaining, supporting, and optimising all new and existing hardware, software, and communication systems. The Senior Systems Administrator is also responsible for providing level one, two and three-support for any systems related queries. This role is also responsible for data center, systems, and other electronic infrastructure management as well as supervision of the work of the helpdesk system and support technicians.
Key Functions/Responsibilities
- Ensure timely identification, troubleshooting and resolution of all NHIMA ICT System related issues.
- Troubleshoot hardware and software errors by running diagnostics, documenting problems and resolutions, prioritizing problems, and assessing impact of issues.
- Manage and ensure optimal operation of all essential IT operations, including operating systems, security tools, applications, servers, email systems, laptops, desktops, software, and hardware.
- Install and upgrade computer components and software, manage virtual servers, and integrate automation processes.
- Lead desktop and ICT Service desk second and third level support efforts, making sure all desktop applications, workstations, and related equipment problems are resolved in a timely manner with limited disruptions.
- Develop and implement processes to ensure control effectiveness of server infrastructure.
- Monitor timely ongoing performance and capability of systems and recommend upgrades or modifications according to the current utilization and future demands.
- Monitor Utilization of ICT Systems/Server resources to ensure even distribution for efficient business operation.
- Monitor hardware and software performance and acceptability to the users and take any required actions in terms of resources.
- Plan, coordinate, and implement system security measures to protect data, software, and hardware against unauthorized access to prevent business interruptions.
- Ensure that the ICT infrastructure is secure and protected from all Internet related vulnerabilities.
- Develop and implement processes to ensure control effectiveness of security system infrastructure.
- Maintain all issues related to Business Continuity and Disaster Recovery.
- Design and implement short-term and long-term strategic plans to make certain that system capacity meet existing and future requirements.
- Effectively undertake the implementation of all Systems changes and related support.
- Provide documentation and technical specifications to ICT staff for planning and implementing new or upgrades of ICT infrastructure.
- Perform regular backup operations and implement appropriate processes for data protection, disaster recovery, and failover procedures.
- Perform routine capacity and storage planning.
- Test server performance and provide server performance statistics and reports.
- Prepare adhoc, weekly and monthly reports showing ICT systems health status.
- Ensure the ICT service desk resources at (Call centre staff) are well managed and are productive.
- Effectively perform any other official duties assigned by the supervisor from time to time.
Education Requirements
- Grade 12 certificate with at least 5 credits which should include English and Mathematics: and
- Bachelor’s degree in Computer Science, Information technology or Computer Engineering or related qualification.
- Practical experience with Active Directory (AD) and Azure AD, Manage Engine products and Office 365 a MUST.
- Practical experience with Commvault, Oracle KVM, Hyper-V and Dell EMC and Ocean-Store a MUST.
- Practical experience with Firewalls, antivirus endpoints and servers, and network troubleshooting a MUST.
Required Skills
- 5 years’ relevant System Administration experience in banking, insurance, or parastatal sectors
- Member of Information and Communications Technology Association of Zambia (ICTAZ)/Engineering Institute of Zambia (EIZ) with a valid Practicing Certificate
- Working knowledge of ManageEngine, Hypervisor, Oracle Linux, Virtualization, VMware, or equivalent
- Strong knowledge of systems and networking software, hardware, and networking protocols
- A proven track record of developing and implementing ICT strategy, policies, procedures, and plans
- Strong knowledge of implementing and effectively developing helpdesk and ICT operations best practices, including expert knowledge of security, storage, data protection, and disaster recovery protocols
- Good level of demonstrated practical knowledge about Data Centre Operation and Management procedures
Participate in and advise on strategic initiatives in the NHIS on the enhancement of access to universal health coverage such as benefits package design, costing and scheme viability assessment based on data generated from a robust M & E system. Support the development and evaluation of the NHIMA Strategic plan to align it to the National Health Strategic Plan. Support capacity building in NHIS systems development with NHIMA stakeholders and service providers. Participate in knowledge dissemination events on NHIS to enhance public knowledge on the operations of the NHIS. Other functions as may be directed by the Director Research, Planning & Strategy.
Education: Must have Grade twelve (12) School certificate with 5 ‘O’ levels with credit or better including Mathematics and English Language. Must have a bachelor’s degree in economics, actuarial science, demography, mathematics, statistics, or related field. A postgraduate qualification in economics, actuarial science, demography, statistics, data science or related field. Experience: Minimum 5 years of experience in applied research, actuarial valuation, health systems policy/health financing policy or Security (insurance or pensions) in Zambia or internationally. Hands-on experience in planning and management, with strong experience in statistical analyses alongside strong statistical skills in Stata, R, or similar software in addition to possessing excellent skills in Excel spreadsheet development and maintenance. Demonstrated ability to problem-solve complex issues using strong analytical skills and proactively anticipate work requirements with minimal supervision. Understanding of National Health Insurance Systems, with experience of working for national or international organizations in health systems strengthening/or healthcare financing/pensions, and a deep understanding the Zambian healthcare system and healthcare financing policy and Universal Health Coverage. Excellent oral and written communication skills and management experience required
