Job Purpose
The Social Specialist will provide expert guidance on identifying and minimizing social risks and impacts arising from the project in accordance with national legislation and World Bank Environmental and Social Framework (ESF).

The Responsibilities/Accountabilities of the Social Specialist includes, but not limited to, the following
The Social Specialist will report to the Project Manager.

  • Conduct social assessment across all project activities, identifying, managing and implementing mitigation measures for potential social risks and impacts arising from project activities;
  • Lead the implementation of social dimensions of the Environmental and Social Commitment Plan (ESCP) including coordination with the Environmental Specialist to manage social risks across all project activities;
  • Implement social risk management instruments prepared for the Project. These include the Stakeholder Engagement Plan (SEP), Labour Management Procedure (LMP), Environmental and Social Management Framework (ESMF);
  • Provide input to the Annual Work Plan and Budget (AWPB);
  • Promote community participation during the project implementation process through the holding of regular sensitization/awareness raising meetings;
  • Lead and coordinate the implementation of the project Redress Grievance Mechanism and prevention of Gender Based Violence (GBV) and Sexual Exploitation and Abuse (SEA) as outlined in the GBV Action Plan;
  • Monitor contractor compliance in upholding provisions of the LMP, national laws, and the World Bank ESF;
  • Responsible for liaising with traditional leaders, host communities, refugees and other relevant stakeholders through the implementation of the SEP throughout the Project cycle;
  • Design, organize and deliver training sessions on social risk management, GRM, and GBV/SEA for the project stakeholders, including contractors and consultants engaged on the Project;
  • Raise awareness on social inclusion, gender equality and community participation;
  • Conduct regular site visits to monitor compliance;
  • Prepare detailed reports on compliance with social requirements for the Project, gender integration, community and broader stakeholder engagement in line with the ESCP.

Qualifications and Experience

  • Grade Twelve (12) Certificate;
  • Bachelor’s degree in Social Work, Development Studies, Sociology, Anthropology, Community Development or a related field from a recognized University;
  • Minimum of 5 years’ experience in social development, community engagement or social risk management implementation;
  • Minimum of 7 years’ experience in refugee settlement management, emergence preparedness and a good understanding of the refugee coordination model;
  • Proven experience in developing, conducting social assessments and implementing social risk mitigation instruments;
  • Strong understanding of social and environmental issues, including gender, vulnerable groups and cultural dynamics;
  • Excellent communication and stakeholder management skills; and knowledge of local language is recommended.

Key Competencies
The candidate should have good communication skills, good writing skills, high level of confidentiality, transparency, ability to work independently in a team, ability to work in diverse cultural environments.
