PATH seeks two Surveillance Officers for the USG-funded Reaching every at-risk community and household with malaria services (REACH Malaria) global project. The two Surveillance Officers who will provide support to improve Malaria rapid reporting data quality at the provincial level. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions. REACH may also support maternal newborn and child health (MNCH) interventions.
Note: This recruitment is for two (2) Surveillance Officer positions, based in the following provinces: Chipata (Eastern Province) and Kasama (Northern Province)
Key Responsibilities
Provide support to improve data management and data quality
- Work with web-based server to keep health facility and community health work (CHW information updated
- Monitor weekly and monthly data reporting to ensure timely and quality reported data by health facilities and sub facilities through routine phone call follow up and supervision.
- Support malaria data quality audit and other data quality improvement activities to ensure high quality data is available in the system.
- Understand and promote common surveillance system definitions across all stakeholders involved in system roll out for consistent uptake and use of data
- Work with web-based Systems (DHIS2, Tableau) to improve visualization of malaria surveillance data
- Support the successful implementation of the Electronic Data System used in outreach training and supportive supervision (OTSS) and ensure its proper functionality both from the hardware and software side.
- Conduct training and provide regular capacity building for Health facilities staff and CHWs, district and provincial health officers on malaria Data management including collection, verification, submission, analysis and visualization using electronic systems.
Provide technical guidance during Malaria data review meeting and District led Monitoring and technical supervision
- Liaise with the districts to ensure Community Health Workers (CHWs) and facilities are reporting on time and reporting devices are available and functional
- Provide Technical guidance during Malaria data review meetings at District and provincial level
- Oversee and support district led Monitoring and technical supportive supervision visits to health facilities to strengthen data capturing and repoting
Support and coordinate HFCAs’ rapid reporting and surveillance activities
- Provide technical support to Mobile Client operators in areas related to mobile system implementation, hardware operation and troubleshooting
- Conduct district Malaria surveillance training for CHWs, health facility officers including district health officers
- Work with the NMEC, local MOH representatives and PMI REACH Malaria staff to ensure appropriate software and hardware required for rapid reporting is in place at all levels.
- Work with PMI REACH Malaria administrative staff to develop training budgets, manage workshop logistics and ensure activities comply with PATH and USG accounting practices.
- Support the provincial malaria technical officer in the implementation of activities, to support tracking of the M&E performance indicators and maintaining updated activity tracking report
Reporting, Learning and adaptation
- Prepare high quality monthly, quarterly reports clearly showing project progress, and support the preparation of projects’ success stories
- Support after-action reviews of project activities and other learning activities to ensure the use of data to guide program decision-making and adaptation.
- Maintain and regularly update Project data systems to ensure completeness, accuracy and timely submission of activity data
Required Skills and Experience:
- Bachelor’s degree in public health, Social Sciences, Statistics or relevant discipline
- Minimum of 3 years’ experience and demonstrated skills in monitoring and evaluation in donor-funded projects, preferably PMI or USG
- Experience with donor-funded performance monitoring plans.
- Knowledge and experience with MOH’s health information systems (HMIS) and DHIS2.
- Proven experience with supporting data collection efforts, and with data entry, cleaning, processing, and analysis.
- Experience with data analysis (e.g., Excel, R, Stata, SPSS, etc.) and data visualization tools (e.g., Excel, Power BI, Tableau)
- Strong communication, problem-solving, organizational skills and a positive, solution-oriented approach to challenges.
- Strong analytical, presentation, and report writing skills.
- Ability to travel up to 40 percent in-country
- Demonstrated ability to work well in a team environment with program and technical staff.
- Excellent writing and editing skills in English
- Excellent interpersonal and communication skills.
- Must have legal authorization to work in Zambia.
