The Government of the Republic of Zambia, through the Ministry of Green Economy and Environment has received funds from the World Bank to support the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) Project in Luapula, Northern and Muchinga Provinces of Zambia and intends to utilize part of the funds towards payments for the contract for consultancy services (Individual Consultant) for the engagement of a Community Liaison Officer to support the implementation of the Southern Landscape Subcomponent of the
‘TRALARD Project.
‘The main objective of the assignment is to lead community facilitation and undertake awareness campaigns on livelihood activities and ensure community participation in all matters related to the project implementation. The scope of work includes but not limited to the following;
• Community awareness participation: Undertakes community awareness programmes in order to promote community participation in protected areas and wildlife management,
• Community participation: Contribute to. community members selection for CRB boards, Village Action Groups and community scouts and for SMMEs/labor for community engagement in the maintenance of park infrastructure, boundaries, firebreaks, campites, etc.
• Capacity Building: Undertakes and coordinate the training and skills development of Community Resources Boards, Village Action Groups and Community scouts in order to enhance devolution of community responsibilities in natural resources management.
• General Management Plan: Facilitate the community consultation process toward the development of the General Management Plan and the Business Plan
• Human wildlife Conflict: Coordinate the Department response and mitigation measure to human wildlife conflict undertakes human wildlife conflict mitigation measures in order to safeguard human life and property.

The qualification requirements for the Individual Consultant include the following;
• Bachelor’s Degree in Social Sciences, Environmental Sciences;
• Proof of afiull Grade 12 Certificate orits equivalent,
• Three (3) years’ experience with working with local communities and protected areas;
• Excellent computer skills in using Microsoft packages such as Outlook, Powerpoint, Word and Excel.
• Self-starter and ability to work independently, pay careful attention to detail and manage multiple tasksin a fast-paced environment; and
• Should have good communication skills and fluency in English and local language is preferable
• Motorcycle permit and ability.
The duration of the contract will be fora period of 24 months renewable.
The Officer will be located in Lavushimanda District in Muchinga Province, however, the assignment requires significant time in villages all around the LMNP.
The Officer shall report to the Warden LMNP in the Ministry of Tourism for day-to-day implementation of the Project and the National Project Coordinator for the National Project Coordinating Unit for coordination of the project.
The attention of interested Individual Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018),setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual Consultant Selection Method as set out in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018)
