Oxfam Rwanda programme has developed its Country Strategy for the period of 2015 – 2020. Oxfam in Rwanda has identified interventions which align with its mission – to ensure that poor women, men and youth enjoy equal rights and benefit from fair and inclusive development-. Based on a comprehensive analysis of the Rwandan context, Oxfam delivers a combination of programme interventions and advocacy and influencing activities to drive outcomes. Oxfam intervenes in four main sectors in Rwanda namely: Gender Justice, Sustainable Livelihoods, Participatory Governance and Humanitarian.
One person in three in the world lives in poverty. Oxfam is determined to change that world by mobilizing the power of people against poverty. Around the world, Oxfam works to find practical, innovative ways for people to lift themselves out of poverty and thrive. We save lives and help rebuild livelihoods when crisis strikes. And we campaign so that the voices of the poor influence the local and global decisions that affect them. In all we do, Oxfam works with partner organizations and alongside vulnerable women and men to end the injustices that cause poverty.

JOB DETAILS:
Background
Oxfam has been engaged in Rwanda since the 1960s and physically present since 1982. Our work includes prevention and response to humanitarian crises; enabling women to claim their social, economic and political rights; and supporting the improved resilience of those with vulnerable livelihoods to climate change and other risks.
Oxfam acts as a catalyst and facilitator; we work with local stakeholders to find lasting solutions to the root causes which keep people in poverty. Our partners include farmers’ associations, civil society, private sector enterprises, national organizations, women’s groups, research centres, government bodies and finance institutions. We work closely with these groups to bring about long-term changes to the lives of people living in poverty.
The Role
The position is accountable to the Oxfam Regional Director for Horn, Eastern and Central Africa (HECA) for the delivery, effective management (which includes budgets and planning), monitoring and evaluation, and learning from the program.
The person
We are looking for a dynamic, charismatic and credible leader with the following:

  • Master’s degree in a relevant field;
  • Proven track record in program design and delivery;
  • Demonstrated experience in influencing and advocacy work at both grassroots, national and international levels;
  • Significant senior leadership and management experience in the development and delivery of high quality program, influencing and humanitarian strategy, with and through partners or directly, in one or more challenging locations;
  • Demonstrated experience in mobilising resources;
  • Committed to a rights-based approach including an active commitment to putting women’s rights at heart of all we do as well as the rights of other marginalised people in all aspects of the organisation’s work;
  • Experience in leading and motivating multi-disciplinary teams, operating in geographically remote locations;
  • A high degree of self-awareness and an understanding of how to drive and support excellent team performance and individual development in line Oxfam’s values and policies;
  • Experience of managing complex change processes and relationships involving a wide range of both internal and external multi-cultural stakeholders across a variety of disciplines and geographical areas;
  • Proven track record of success in representing an organisation with partners; government agencies, private sector organisations, media and donors at senior level; national and globally;
  • Fluent in English and working knowledge of French.
