JOB DETAILS:
Introduction
The USAID Zambia Integrated HIV and Health Activity (USAID Zambia Integrated Health) project aims to improve health outcomes of Zambians through equitable access to high-quality, client-centered HIV, TB/HIV, MNCH, and family planning/reproductive health services, products, and information. These services, integrated, when possible, will reduce mortality, morbidity, and HIV transmission for populations in focus districts in Northwestern, Copperbelt, and Central provinces, and possibly others in Zambia.
USAID Zambia Integrated Health seeks an individual or organization to serve as a consultant to lead the design and execution of the Gender Assessment and Implementation Plan during the start-up period. The Consultant will develop the Plan in collaboration with USAID Zambia Integrated Health. It must identify what actions the project will take during implementation to address issues related to gender inequities, including preventing and mitigating gender-based violence (GBV) and violence against children (VAC) .

Scope of Work
This Gender Assessment and Implementation Plan is to be developed in collaboration with the project in June 2023 and finalized by June 26, 2023. Given this rapid timeline for delivery, the Gender Assessment and Implementation Plan will focus on high-level trends and issues related to gender inequalities and gaps in access to or use of HIV, TB/HIV, FP, MNCH, and related services, women’s health, men’s health gender-based violence, and violence against children in Zambia.
The Plan will also include an actionable, evidence-based gender implementation plan with a monitoring and evaluation plan to support appropriate methodology for data collection, analysis, and reporting. This will help ensure that the project integrates gender and inclusion into programming more fully and will inform how USAID Zambia Integrated Health can address issues related to gender inequities in prevention, diagnosis, care, and treatment services for HIV, TB/HIV, FP, MNCH, and GBV. Locations for review will be decided upon with the project team.
This may be a remote or in-country consultancy. Applicants of all nationalities may apply, though preference will be given to Zambians.

Objective
The Gender Assessment and Implementation Plan developed by the Consultant will do the following:
• Identify gender-based disparities, inequalities and barriers to access and utilization of health services in line with the USAID Zambia Integrated Health Activity and recommend actions to mitigate these challenges.
• Identify best practices for preventing and protecting individuals from gender-based violence including violence against children and create frameworks to be sure these are well-understood and implemented throughout the life of the project.
• Develop and incorporate data collection questions, forms, and structures that support identification, prevention, and mitigation of gender-based violence and violence against children into Pact’s monitoring and evaluation structures.
• Provide best practices for ensuring beneficiaries’ safety when implementing key HIV prevention and response interventions that form part of USAID Zambia Integrated Health Activity.
• Establish the project’s evidence-based frameworks for GBV and VAC prevention reporting to USAID as part of monitoring and evaluation procedures.
• Create frameworks that will act as a resource to counter GBV and VAC for USAID Zambia Integrated Health and its partners in Zambia who conduct public health projects and support the prevention and treatment of HIV, TB/HIV, FP, and MNCH.

Tasks of the Consultancy
The consultant will undertake the following tasks:
• Conduct abridged desk review of existing published literature, studies, or research to demonstrate a potential hierarchy of interventions USAID Zambia Integrated Health can design for children, youth, girls, women and their male partners and family members.
• Conduct consultative meetings with key stakeholders within MOH, implementing partner organizations and community structures to gather information and evidence relevant to the drafting of the gender implementation plan
• Informed by the project plan and scope, design an assessment framework with the USAID Zambia Integrated Health team that identifies and examines GBV and VAC prevention/mitigation structures for HIV, TB/HIV, FP, and MNCH prevention and service delivery in Zambia.
• Co-develop data collection guides including review and making recommendation for improving as appropriate, the standard operating procedures for GBV/VAC community- facility referral mechanisms and that use best practices for GBV/VAC prevention and mitigation and entrench them within the monitoring and evaluation plan.
• Building on USAID’s and GRZ’s gender sensitive reporting, co-develop supplemental M&E framework that addresses the community-based interventions for GBV/VAC prevention, and mitigation.
• Collaborate with USAID Zambia Integrated Health leads to prepare the Plan and receive guidance from them via correspondence and regular meetings to discuss the progress of the Gender Assessment and Implementation Plan.

Deliverables:
All written deliverables must be provided in English. The consultant will provide Pact with:
• Inception Report, providing a detailed methodology, including the data collection tools to be used, a clear workplan with timelines and budget presented to Pact for approval.
• Draft Gender Strategy with Action Plans presented to project stakeholders for review and validation.
• A 10-15 page final actionable, evidence-based Gender Assessment and Implementation Plan for preventing and mitigating GBV and VAC during project implementation incorporating inputs based on feedback from project stakeholders; a M&E plan that provides gender-inclusive frameworks for data collection, analysis, evaluation, and reporting.

Qualifications:
• Master’s Degree or higher in international development or related field preferred; educational experience in gender studies, sociology, development studies is a plus.
• Three (3) years of demonstrated professional experience in gender and social inclusion analysis and applying tools that highlight gender-based and intersectional analyses.
• Technical knowledge of Zambian and international gender guidelines and policies, as well as gender barriers to HIV prevention, care, and treatment for epidemic control.
• Minimum 5 years’ experience conducting gender analysis and developing implementation plans for PEPFAR-funded projects.
• Demonstrated cultural awareness and sensitivity to gender issues is an added advantage.
• Experience working with international NGOs on gender programming.
• Experience conducting similar works in Zambia using participatory methods will be an added advantage.

Consultancy Terms
• The applicant may work remotely during the assignment.
• A deliverables timeline will be developed in coordination with project staff to meet the July 3rd submission deadline.
• Work space, internet, and office facilities in Lusaka can be provided for the consultant.
• As necessary and agreed upon, logistics and coverage of costs associated with development of this Gender Assessment and Implementation Plan will be facilitated.
