This Opportunity:
The Program for Advancing Supply Chain Outcomes (PASCO) will be focused on ensuring sustainable access to safe, effective, quality-assured, affordable lifesaving health commodities by strengthening the capacity for transportation and distribution systems. The G2G Capacity Building Advisor of Zambia for PASCO will be responsible for establishing and maintaining a strong partnership between the PASCO staff and health supply chain stakeholders across the government in Zambia. This role will work collaboratively with key partner government bodies to design and implement a robust capacity building strategy for the local government and relevant stakeholders. This includes but is not limited to, developing protocols around the shared access to and exchange of critical data, articulation and communication of best practices, convening key entities for solution design, and strengthening capacity around forecasting and planning commodity distribution. The PASCO G2G Capacity Building Advisor may also find it necessary to engage with other development executives to ensure efficient outcomes for government partners.
The Program for Advancing Supply Chain Outcomes (PASCO) is an anticipated project, and the position is contingent upon award from USAID.

Reporting and Supervision:
The G2G Capacity Building Advisor will report to the Chief of Party.

Primary Duties and Responsibilities:
• Work with Ministry of Health, ZAMMSA and other in country stakeholders to design and develop strategies for implementing institutional capacity building around supply chain management.
• Oversee the implementation of capacity building efforts and activities to ensure proper support.
• Design and implement trainings to provide capacity building tools, plans, and strategies to equip relevant stakeholders with necessary resources to grow.
• Document implementation successes, challenges, and lessons learned and share them with USAID through regular program reports.
• Deliver technical presentations on program achievements to audiences, including government officials, USAID, and other relevant stakeholders.
• Perform other related duties and responsibilities as assigned.

Key Competencies Required:
• Advanced degree in in business administration, public health, international development, or related relevant field.
• Ability to establish strong working relationships with civil society, local government officials, private sector representatives, and international donors.
• At least 8 years of demonstrated relevant professional experience in capacity building and/or capacity development around supply chain management.
• Successful track record in advising local governments and civil society on citizen engagement and participation, including methodologies for oversight of local government.
• Strong knowledge of Zambia’s current political context
• Demonstrated knowledge of and experience developing and implementing capacity development tools, strategies, and plan.
• Ability to work independently with minimal supervision; where appropriate, be able to supervise a team of technical experts including a cross-cultural team, or to function as part of a cross-cultural team.
• Demonstrated leadership, strategic thinking and planning, training, and human resources management
• Strong communication, facilitation, and teamwork skills
• Excellent communication and interpersonal skills
