The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

The Multi-Donor Action “Switch2CE in ESA” is co-financed by the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ). The project is jointly implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Expertise France (EF) with the Common Market for Eastern and Southern Africa (COMESA) serving as the regional partner. The project is planned to be implemented until July 2029.

The overall objective of the programme is to accelerate the transition to a circular economy in East and Southern Africa, focusing on two priority value chains: plastics and packaging as well as electronic waste (e-waste). The programme is structured around three Specific Objectives (SOs):

SO 1: Enabling policy framework for circular economy, incl. regional learning on best practice policies, advice to policy-makers to mainstream circular economy in policy frameworks, and strengthening public capacities to implement Extended Producer Responsibility;

SO 2: Enhancing the participation of formal and informal workers and SMEs (incl. women and youth) in circular economy models, incl. integration of CE in Technical and Vocational Education and Training (TVET), inclusive trainings for different groups of workers, and knowledge exchange between companies;

SO 3: Improved access to financing by circular economy businesses, incl. provision of matching grants and match-making with financial institutions as well as incubation and advisory services to small and medium enterprises für circular economy practices. The priority value chains are plastics and packaging as well as e-waste.

Responsibilities or duties

  • Participation in processes related to data and information collection, research, maintaining contacts and building networks in the area of circular economy
  • Preparing, managing and assuring the quality of any evaluation missions
  • Processing the monitoring data for the purpose of project steering and preparing internal and external reports and communications
  • Provide support to EU Switch 2 CE in ESA project partners in Zambia and the region, including COMESA, regional knowledge networks vocational training institutions, development partners, business associations, civil society organisations and universities to implement measures related to capacity building and skills development in the field of circular economy with focus on plastics and E-waste management for the private sector workforce, students and informal sector. This could include development of trainings and curricula with the private sector, industry placements, upscaling of existing training approaches and university programs for circular economy.
  • By collaborating strongly with experts and service provider, support the development, review and editing of skills development and training materials and their dissemination and communication.
  • Setting up, structuring and maintaining the knowledge management system, and analysing results and lessons learned.
  • Support preparation of trainings and events organised by EU Switch 2 CE in ESA including Trainer of Training Workshops, public events, conference contributions, partner workshops.

Qualifications or requirements (e.g., education, skills)

  • Minimum of a Bachelor’s degree (or equivalent) in a relevant field such as economics, business administration, environmental management, sustainability or a related discipline
  • Verified academic certificates by Zambia Qualifications Authority (ZAQA)
  • Excellent verbal and written communication in English
  • Excellent communication skills in English, both oral and written
  • High proficiency in MS Office products and possessing good overall IT skills
  • Ability to work collaboratively, as well as very good self-organisation skills
  • Must be proactive and be able to use own initiative
  • Ability to work under pressure with high resilience and motivation
  • Proven ability to work in an intercultural environment

Experience needed

  • At least 3 years of relevant experience in a similar role
  • Prior experience in a development cooperation is considered an asset
  • Prior experience in Circular Economy is also considered an asset.
  • Prior practical experience in the field of Capacity and Skills Development, Universities, TVET or similar means of formalized training.
  • Experience in results-based monitoring and evidence-based reporting
