Position Summary

The Project Officer is responsible for the implementation and facilitation of project activities in the rural areas of Kaande, Tapo, Sefula, and the town of Mongu. The position involves close coordination with Caritas Mongu and Cheshire Home to ensure effective delivery of project outputs. The officer will support capacity-building for local authorities, organize awareness events, manage institutional relationships, and ensure operational and financial compliance with CELIM’s internal policies.

Main Responsibilities

DUTIES/RESPONSIBILITIES

Key Responsibilities

  • Plan, facilitate, coordinate, and monitor project activities in target communities, ensuring full alignment with the approved work plan and project objectives.
  • Support the development of a resilient and inclusive green economy through the implementation of Community-Based Sustainable Agriculture Systems (CSAS).
  • Coordinate closely with local partners (Caritas Mongu and Cheshire Home) to ensure effective implementation of field activities.
  • Facilitate capacity-building sessions and trainings for government officers and stakeholders on inclusive project design and implementation, with a focus on persons with disabilities.
  • Organize and coordinate public events to enhance project visibility and promote stakeholder engagement.
  • Represent the organization in institutional meetings, technical working groups, and stakeholder coordination forums.

Project Management, Monitoring, and Reporting

  • Develop and maintain detailed project schedules, ensuring activities are implemented on time and according to plan.
  • Support the Project Coordinator in updating and managing monitoring and evaluation (M&E) tools.
  • Monitor and evaluate project outputs and outcomes, identifying challenges, risks, or delays and promptly reporting them to the Project Coordinator.
  • Prepare and submit regular activity reports, progress updates, briefs, and other required documentation to the Project Coordinator and management.
  • Contribute to project visibility by collecting success stories, photographs, and other communication materials.

Community Engagement and Beneficiary Support

  • Support community sensitization activities and assist in the identification, follow-up, and monitoring of beneficiaries with particular attention to the inclusion of persons with disabilities.
  • Ensure effective communication and coordination between community members, partners, and project teams.

Financial, Logistics, and Administrative Support

  • Be responsible for the development of project budgets and for the effective management and monitoring of project costs.
  • Collect, verify, and archive all supporting financial documentation; process payments via cash or bank transfer in compliance with CELIM and donor financial procedures.
  • Provide support to the admin and logistics team in procurement processes, ensuring full compliance with CELIM and donor rules.
  • Assist in the selection of external contractors and vendors and supervise the preparation and tracking of contracts, including related tax payments.
  • Ensure proper use, maintenance, and timely servicing of the assigned project vehicle.

Additional Support Functions

  • Identify and manage project risks and contribute to the development of appropriate mitigation strategies.
  • Facilitate team meetings and trainings, promoting effective coordination and communication among staff and partners.
  • Support the development of project proposals and operational plans as required.

QUALIFICATIONS/EXPERIENCE

  • 3-4 years' work experience in project management or related fields.
  • Experience and sufficient knowledge on inclusive sustainable agricultural practices and rural development with a focus on persons with disability
  • Experience in an organization with major donor funding (UN/EU/USG Grants) Standard Provisions and project requirements preferable.
  • Experience in budget preparation.
  • Experience working in a non-governmental organization (NGO) preferred.
  • Experience and proficiency on Project management software and reporting systems.
  • Proficiency in Microsoft Office Programs including Excel, Word, and Outlook.
  • Self-guided, strong organizational and planning skills;
  • Ability to work independently and under pressure.
  • Ability to manage interpersonal relations and work effectively with others, to establish and maintain good working relations in a multicultural, multiethnic environment while showing sensitivity and respect for diversity.
  • Outstanding written and oral communication skills in English; fluency in a local language.
  • A valid driving licence is required.

EDUCATION

  • Professional Certificates such as
  • Bachelor’s Degree in Development Studies, Agriculture or related field, mandatory.
  • Proven experience in project management, preferably in inclusive agriculture or rural development
  • Strong understanding of sustainable farming practices
