Job Summary:
The Ministry of Health (MoH), with support from the Global Fund, is seeking ten Senior Community Health Officers to provide technical, activity, and financial management of the community health component of the MoH/Global Fund portfolio. The role focuses on enhancing community health services for Malaria, TB, and HIV/AIDS, collaborating with stakeholders to develop guidelines, policies, and interventions, and ensuring alignment with the National Community Health Strategy 2022-2026.

Key Responsibilities:

  • Provide technical and operational support for integrated primary and community health interventions, focusing on Malaria, TB, and HIV/AIDS.
  • Liaise with cooperating partners and country teams to identify, orient, and build the capacity of technical teams.
  • Contribute to the capitalization and uptake of community health programming, sharing experiences, research, and advocacy initiatives.
  • Support program evaluation, monitoring, and reporting to ensure effective implementation and impact.
  • Advocate for continued research in Malaria, TB, and HIV prevention, coordinating with partners and stakeholders.
  • Participate in the Community Health Technical Working Group, ensuring prevention activities align with national campaigns.
  • Collaborate with MoH Technical Advisors to provide comprehensive guidance on community health services across provinces, districts, health facilities, and communities.
  • Conduct administration and management of community health activities, including providing leadership, technical input on annual work plans, and designing new innovations.
  • Conduct regular capacity-building meetings with community and public health teams to strengthen systems.
  • Stay updated on survey and research findings, synthesize implications, and advise on community health policy for MoH.
  • Coordinate MoH community health portfolios with line Ministries, donors, and NGOs in Zambia.
  • Provide technical assistance, training, and consultation on high-impact innovations, ensuring best practices and evidence-based approaches are incorporated.
  • Prepare technical documents and maintain linkages with other programs for multi-sectoral programming opportunities.
  • Lead planning, monitoring, and reporting efforts, ensuring lessons learned are disseminated to sector representatives.

Qualifications and Experience:

  • Full Form V/Grade Twelve (12) School Certificate.
  • Bachelor’s Degree in Public Health, Demography, Epidemiology, Social or Behavioral Sciences, or a related field from a recognized institution.
  • Master’s Degree in Public Health, Demography, Social or Behavioral Sciences, or a related field is an added advantage.
  • Minimum of 5 years of progressively responsible professional-level experience in public health prevention activities, particularly in community health or Malaria, TB, and HIV/AIDS care and treatment, is an added advantage.
  • Demonstrated experience working with local governments and organizations at the community level.
  • Proven experience in program design, strategic planning, and program management in a developing country context.
  • Demonstrated experience in conducting research at the community level.
  • Experience working with international or donor-funded health programs.

Knowledge, Abilities, and Skills:

  • Comprehensive knowledge of community health and public health issues, particularly in Zambia.
  • In-depth understanding of program/project development, implementation, and evaluation in public health.
  • Familiarity with MoH programs, policies, and regulations is highly desirable.
  • Excellent interpersonal skills, tact, and diplomacy to maintain senior-level and working-level contacts in governmental, non-governmental, and private-sector circles.
  • Proven ability to work effectively within team and interagency environments, with mentoring skills.
  • Strong management and analytical skills to strategize, develop, and implement effective MoH community health programs.
  • Ability to interpret regulatory directives and related guidance.
  • Demonstrated computer literacy, including proficiency in word processing, email, spreadsheets, and presentation software, with familiarity with the worldwide web.
  • Excellent written and spoken English language communication skills.
