About this role
This position is responsible for the implementation of the UNICEF Social Accountability component under the EC4HD Programme. The  Senior Provincial Coordinator will actively engage and support the Project Manager in executing the project work plan and managing the budget. They will ensure the effective delivery of project activities by overseeing and coordinating with district-level contacts and partners. Given the project’s strong focus on social accountability, the Coordinator will play a key role in strengthening community-level feedback mechanisms and facilitating stakeholder engagements at both district and provincial levels. This role is critical to the successful implementation of the Social Accountability Project in Luapula and North-Western Provinces.

Responsibilities

  1. Support the Project Manager in day-to-day implementation of project activities in line with the work plan and budget.
  2. Monitor project activities at the district level and provide regular updates and documentation to the Project Manager.
  3. Manage project budget at the district level, ensuring effective utilization of resources and adherence to financial procedures.
  4. Support participatory budgeting and planning
  5. Mobilize communities to participate in project activities, including public hearings, district meetings and gatherings, and other engagement forums.
  6. Strengthening community level feedback mechanisms
  7. Interface with Local Authorities: Liaise with local government officials, including district officials, local authorities, councilors, and other stakeholders to promote project objectives and ensure collaboration.
  8. Conduct capacity assessments to identify areas for capacity building and support capacity building of local stakeholders, including community groups and government officials.
  9. Reporting: Prepare and submit regular progress reports to the Project Manager, highlighting achievements, challenges, and lessons learned.
  10. Networking: Establish and maintain relationships with other stakeholders, including civil society organizations, community-based organisations (CBOs), media, and private sector entities, to leverage support and resources for the project.
  11. Document best practices, success stories, and lessons learned, and share with project stakeholders and management.
  12. Assist in coordinating technical and operational inputs from partners, stakeholders, and government representatives and promote transparency, inclusion, and public participation in project activities.
  13. Contribute to the development and dissemination of tools, training materials, and communication strategies in line with UNICEF’s Social Accountability Framework.
  14. Collecting data for monitoring, evaluation, and learning purposes, ensuring accuracy and completeness and compile project reports.
  15. Support partner compliance with organizational policies in procurement, finance, and administration.
  16. Carry out other tasks as assigned by the Project Manager or Program leadership.

Qualifications

  1. Education: Bachelor’s degree in a relevant field (social sciences, development studies, Public Administration or related field).
  2. Experience: At least 5-7 years of experience in project management, community development, or a related field.
  3. Verification of qualification with Zambia Qualification Authority.
