The Road Transport and Safety Agency (RTSA) was established through an Act of Parliament; the Road Traffic Act No. 11 of 2002. RTSA has the mandate to implement Government policy on road safety and transport management. The Agency also collects Revenue on behalf of the Government of the Republic of Zambia. The following vacancies now exist;
ADMINISTRATION MANAGER – TECHNICAL RTSA4 (1 POSITION-ONE YEAR CONTRACT)
Purpose of the Job
Reporting to the Head Human Resource & Administration, the job holder will be responsible for planning, designing and directing engineering projects on institutional infrastructure, serving on major construction projects and supervising department Engineers and preparing workable design drawings of all projects to ensure compliance to established standards.
Specific duties & Responsibilities
a. Prepares and participates in the preparation of work plans;
b. Participates in the formulation/review of policies and preparation /review of work manuals and procedures and related documentation;
c. Performing infrastructure inspection surveys throughout the institution to monitor buildings, maintenance or repair, project progress and ensuring conformance to engineering plans, specifications and construction and safety standards;
d. Preparing unit budget within budget allocations by Management;
e. Ensuring that subordinates are trained and developed to enhance productivity by formulation and implementation of a training program for the department;
f. Reviewing preliminary plans and specifications of construction contracts;
g. Co-ordinating in-house or contract works with utility companies and other governmental agencies and manage the timely construction of same within budget;
h. Serves as an Engineer on major construction projects to ensure that projects are built in accordance with plans, special provisions, appropriate standards and estimates;
i. Analyzing reports, maps, drawings and tests on soil composition, terrain, hydrological characteristics and other geological data to plan and design project;
j. Directing and performing surveys for proposed construction, estimates costs and determines feasibility of project based on analysis of collected data; k. Directs the preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies and designs for projects;
k. Providing technical and engineering advice to assist in solving problems of relevant working groups; m. Scrutinizing and approves all civil engineering drawings prepared and submitted by the civil engineering contractors for the Agency approved projects to ensure compliance to required standards;
n. Superintends the preparations of bills of quantities and cost estimates for all in-house-work and the Agency tender documents for outside engineering contract work;
o. Using computer assisted engineering and design software and equipment to prepare engineering and design documents; and
p. Preparing of weekly, monthly, quarterly, and annual operational performance reports.
Requirements
a. Full grade twelve certificate;
b. Bachelor’s Degree in Civil Engineering or any Building Engineering Field;
c. Master’s degree is an added advantage
d. Minimum of 10 years related experience and some supervisory experience; or equivalent training and experience in Civil Engineering works in the engineering department of any reputable organization(s); and
e. Member of EIZ with valid practicing license.

d. Communication Skills;
e. Human Relations Skills; And
f. Physical Skills.
